HomeMy WebLinkAbout2004-07-13 - AGENDA REPORTS - CONGESTION MGMT PGM RPT (2)PUBLICHEARING DATE: SUBJECT: F ' : , UV_10ki 0 Agenda Item: —62 26 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: July 13, 2004 Mark Yamarone 2004 CONGESTION MANAGEMENT PROGRAM LOCAL DEVELOPMENT REPORT Transportation and Engineering Services RECOMMENDED ACTION City Council conduct a public hearing and adopt a resolution finding the City to be in conformance with the Congestion Management Program; and direct staff to deliver the adopted resolution and the 2004 Local Development Report to the Metropolitan Transportation Authority on or before the September 1, 2004 deadline. BACKGROUND The Congestion Management Program (CMP) is a state -mandated program administered in Los Angeles County by the Metropolitan Transportation Authority (MTA). The CMP assists local agencies in linking land use decisions with impacts on the region's transportation system. The City is required to participate in this program in order to receive Proposition 111 Gas Tax funds. In August 2003, the MTA Board adopted the 2003 Short Range Transportation Plan. This action directed MTA staff to conduct a Nexus Study to determine the feasibility of implementing a countywide impact fee to meet CMP Deficiency Plan requirements. While this study is underway, the CMP Countywide Deficiency Plan requirement for maintaining a positive credit balance is suspended until further notice. As a result, cities do not have to report their transportation improvement strategies for the 2004 cycle. However, cities must continue to report their new net development activity. The MTA requires that the City Council pass a resolution adopting the Local Development Report through a public hearing process. A public notice was posted in The Signal on June 30, 2004. City staff will deliver the adopted resolution and the 2003 Local Development Report to MTA staff for consideration on or before the September 1, 2004 deadline. ATTACHMENTS Resolution Draft Local Development Report (available in the City Clerk's Reading File) CITY OF SANTA CLARITA NOTICE OF A PUBLIC HEARING REGARDING THE ADOPTION OF THE 2004 CONGESTION MANAGEMENT COMPLIANCE RESOLUTION AND LOCAL IMPLEMENTATION REPORT PUBLIC HEARING NOTICE IS HEREBY GIVEN: A Public Hearing will be held before the City Council of the City of Santa Clarita regarding the adoption of the 2004 Congestion Management Plan Compliance Resolution and Local Implementation Report. This resolution and its accompanying report are adopted annually by the City Council to comply with the state and federally -mandated Los Angeles County Metropolitan Transportation Authority Congestion Management Program. The public hearing will be held at the July 13, 2004 City Council meeting, in the City Hall Council Chambers located at 23920 Valencia Boulevard, and will commence at or after 6:00 p.m. Proponents, opponents, and any interested persons may appear and be heard on this matter at that time.
