HomeMy WebLinkAbout2004-02-24 - AGENDA REPORTS - CONSOLIDATED FIRE PROTECTION (2)Agenda Item: 7— CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: _a�� Item to be presented by: Barbara Boswell DATE: February 24, 2004 SUBJECT: APPROVE AMENDMENT NUMBER ONE TO THE AGREEMENT BETWEEN THE CONSOLIDATED FIRE PROTECTION DISTRICT OF LOS ANGELES COUNTY AND THE CITY OF SANTA CLARITA FOR THE ADOPTION AND ADMINISTRATION OF THE DEVELOPER FEE BY THE CITY OF SANTA CLARITA FOR THE BENEFIT OF THE CONSOLIDATED FIRE PROTECTION DISTRICT DEPARTMENT: Administrative Services RECOMMENDED ACTION City Council approve Amendment number one to the May 4, 1993 agreement between the Consolidated Fire Protection District of Los Angeles County and the City of Santa Clarita. BACKGROUND On May 4, 1993, the City of Santa Clarita (City) entered into an agreement with the Consolidated Fire Protection District of Los Angeles County (District), adopting a developer fee for the benefit of the District. The fee is levied on development to assist the District in constructing and equipping fire protection facilities to deliver service to new development in urban expansion areas. Periodically, the District will accept in-kind consideration to finance a developer's proportionate share of the cost of fire stations and apparatus. The District is requesting a change to the language in the agreement, which the District believes would allow them to negotiate with developers without the City being a party. In addition, the current agreement does not provide any reimbursement to the City for administration of the developer fee funds. The proposed amendment would allow for a 5% administration fee to be collected by the City. ALTERNATIVE ACTIONS Not approve the amendment, resulting in no change to the language relating to in-kind consideration and no administrative fee being collected by the City. FISCAL IMPACT The City has collected an average of $575,000 annually in Fire Developer fees over the last five years for the District. If fees continue to be collected at that level, the administrative fee would result in approximately $28,750 in new revenues for the City, to offset the cost of administration of the fee.
