BACKGROUND On January 30, 2004, the Mayor and members of the City Council, along with the City Manager, met for a goal setting session. The session identified several goals, which include the following: Parks, Events and Open Space • Begin construction of North Valencia H park and trail, a 17 -acre developer -funded park project at McBean Parkway and Newhall Ranch Road • Approve the Master Plan for the 32 -acre Whites Canyon Park. (Funding has not been allocated for design/construction) Roads, Bridges, Facilities and Landscaping • Complete Golden Valley Road Phase 4 to Highway 14 • Begin Construction of the City's Transit Maintenance Facility in the Rye Canyon Industrial Park • Begin construction of the interchange at Soledad Canyon Road and Golden Valley Road as part of the Cross Valley Connector • Begin construction of the "gap closure," Copperhill to I-5 as part of the Cross Valley Connector • Complete the northern portion of the swales project in Sand Canyon Complete Phase 1 and 2 of the underground utilities project on Soledad Canyon Road (from Camp Plenty east to Siena Highway) Economic Development • Revitalization/Redevelopment of Downtown Newhall City Council approved funding for a specific plan to be created for downtown Newhall that will begin with an RFP in March, 2004. It will consider issues of traffic, housing, historic preservation, streetscape design, and land use tools that will address development densities and design standards for the area. • Begin construction on the Golden Valley Ranch commercial project as Golden Valley Road and Highway 14 • Reach out to small businesses; Mayor to meet with individual business leaders throughout the year to better understand and deal with their issues. Staff will work with business community or expanding "shop local" programs. • Re -vamp and improve the development process in the City's departments to ensure a streamlined and efficient process Youth • Begin construction of the downtown Newhall Community Center Community/Public Safety • Continue multi -pronged approach to preventing mega -mining in Soledad Canyon, including legislative, legal and community-based efforts • Continue efforts to clean up the Whittaker-Bermite site • Begin the "red light enforcement program" for heightened traffic enforcement throughout the City Continue monitoring the Las Lomas development project Siting and construction of a Materials Recycling Facility These goals represent millions of dollars in taxpayer investment in our community. These programs and projects are a compilation of community input, long-range planning, and program development City-wide. ALTERNATIVE ACTIONS Other action as determined by the City Council.
