HomeMy WebLinkAbout2004-05-25 - AGENDA REPORTS - DEDICATE FM PONY LEAGUE SITE (2)Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Chistopher Price DATE: May 25, 2004 SUBJECT: TRACT MAP NO. 51931-06 (PONY LEAGUE SITE) - APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION DEPARTMENT: Transportation and Engineering Services RECOMMENDED ACTION 1. City Council approve Tract Map No. 51931-06 (Pony League site); 2. Accept on behalf of the public the offers of dedication for public use and road purposes; the right to restrict direct vehicular ingress and egress to Valencia Boulevard; the easements for public use and trail purposes; the right to prohibit the erection or construction of any buildings or structures within Lot 7, designated as open space/recreation, except for recreational facilities and appurtenant structures; an easement for ingress, egress and public utility purposes; and the granting of Lots 1, 6, 8, 9, 10, and 11 in fee simple to the City; 3. Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b)that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; 4. Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract Map No. 51931-06, which indicates that all special assessments levied by the City have been paid; 5. Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 51931-06, which embodies the approval of said map and the acceptance of the dedications shown thereon; and 6. Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which provides for the manner in which various improvements described on Tract Map No. 51931-06, and pursuant to the conditions for the final approval of said map for which security has been posted, shall be constructed and completed. BACKGROUND Tract Map No. 51931-06 (Pony League site) is the sixth phase of Vesting Tentative Tract Map No. 51931, which was granted approval by the City Council on December 18, 1997. This phase, consisting of approximately 44.24 acres, is located along Valencia Boulevard at the intersection of Cinema Drive, and is owned by Newhall Land, a California Limited Partnership. This map is a subdivision of Lots 11, 12, 13, 15, 44, 45, 47, 49, 50, and a remainder parcel of Tract Map No. 51931-02, and is creating eleven lots (four commercial lots, one open space/recreation lot, and six lots being granted in fee simple to the City.) Bridge and Thoroughfare fees totaling $677,504.00 (per current Valencia District fees) shall be paid at building permit issuance, as stipulated in the Conditions of Approval. No Quimby fees or Transit fees are required for this commercial development. The conditions set by the City Council have been met, and fees have been paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTION Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT Auto Center Court is being dedicated to the City on this map. The maintenance of this new street will have minimal impact on the City's street maintenance budget. The developer is contributing the following amounts for the purposes described (refer to the attached Fact Sheet for details): Bridge and Thoroughfare Fees (Valencia District): $677,504.00 Transit Mitigation Fee: Not required Quimby Fee: Not required ATTACHMENTS Fact Sheet Exhibit "A" - Location Map FACTSHEET Location: Along the west side of Valencia Boulevard at the intersection of Cinema Drive.
