SUBJECT: DIAL -A -RIDE TECHNOLOGY

RECOMMENDED ACTION
1. City Council increase estimated revenue in account number 801-6714 BY $203,619 and
appropriate $203,619 from Congestion Management Air Quality (CMAQ) funds to transit
account number 5400-8615. City Council appropriate $26,381 from Transit Fund 801 to
account number 5400-8615.
2. City Council award Route Match Software Company a contract not to exceed $205,000 to
provide software, hardware, and training to improved Dial -A -Ride (DAR) efficiency and
customer services and direct staff to procure additional dial -a -ride technology equipment in
an amount not to exceed $25,000.
3. City Council authorize the City Manager, or designee to execute necessary agreements with
Route Math Software Company, subject to approval of the City Attorney.
This project will install Computer Aided Dispatch (CAD) and Global Positioning System (GPS)
equipment on the Dial -a -Ride fleet. The installation of this system is required in the City's
contract with Access Services, Inc. (ASI).
Santa Clarita's DAR program has experienced significant growth in ridership. In 2003, total
passenger reservations exceeded 100,000 trips. Using outdated dispatch technology, the fleet is
struggling daily to meet demand. Computer Aided Dispatch technology has been documented as
successful in increasing productivity at transit agencies across the nation.
A Request for Proposals (RFP) was released in March 2004 for a project providing software and
computer hardware enabling the City to:
APPROVED
Improve the efficiency and on-time performance of the DAR fleet
Provide more accurate pick-up and drop-off times to DAR customers
Provide shorter and more comfortable trips to DAR customers
Direct the fleet in real time to changes in operating conditions
Provide historical data including location and speeds of DAR vans at all times
After a competitive process in which contractors were thoroughly interviewed and evaluated,
RouteMatch Software was determined by staff to be the best qualified contractor for the DAR
technology project.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
The City currently has federal funds programmed to cover 88.5 percent of the cost of this
project. In addition, Transit Fund 801 provides funds to cover the required 11.5% match portion
of the project cost. The contract with RouteMatch Software will not exceed $205,000.
Additional hardware will be procured independently for the amount of $25,000. The total
appropriation requested is for $230,000 into account 5400-8615. No general funds will be used
for this project.
