SUBJECT: SOUTHERN CALIFORNIA EDISON MASTER
STREETLIGHTING AGREEMENT

RECOMMENDED ACTION
City Council authorize the City Manager or designee to enter into a contractual relationship with
Southern California Edison for the administration and maintenance of the City's streetlight
system; complete the Southern California Edison application and contract for Streetlighting
Service Schedule Nos. LS -1, LS -2, and LS -3, and the License Agreement; and direct staff to
submit the completed forms to Southern California Edison.
BACKGROUND
The streetlighting system in Santa Clarita is operated and managed in a cooperative effort
between Southern California Edison (Edison) and the City. Edison owns and maintains the
streetlights while the City pays for electricity and administers the Santa Clarita Streetlight
Maintenance District No. 1. The City took over the streetlighting district from Los Angeles
County in 1998 but never entered into a written service agreement with Edison to maintain the
streetlights. This action will correct that oversight and will formalize the existing relationship
between Edison and the City.
Over the past six years, Edison has worked with the City to keep the streetlights on and has billed
the Streetlight Maintenance District for electric service. The proposed Master Agreement that is
being considered by the City Council consists of three separate agreements that clearly state the
expectations and responsibilities for streetlight maintenance and administration between Edison
and the City. The agreements cover a three-year period. At the end of the contract term, staff
will return to the City Council to approve the next three-year agreement. Schedule No. LS -1
pertains to the majority of streetlights on Santa Clarita streets. These lights are owned and

operated by Edison. The combined Schedule Nos. LS -2 and LS -3 pertain to a customer -owned
(City) utility system such as traffic signals and other City -owned lights that Edison may be called
upon to meter or service. The Licensing Agreement formally allows the City the use of
non -wooden streetlight poles for the posting of non -electrified street signs, flags, or banners.
The proposed Master Agreement does not alter the City's current partnership with Edison or
change the amount that the City pays for electricity. The agreements simply formalize the
existing relationship with Edison and will eliminate the need for City staff to pull permits each
time that streetlight poles are used for signage or banners. Exhibit "A" lists a schedule of electric
charges and service costs covered by these agreements. Exhibit "B" contains the Edison maps
and lists of all the streetlight poles in the City. Both exhibits are available in the City Clerk's
reading file.
