RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
ENTER THE CITY INTO A MEMORANDUM OF
UNDERSTANDING WITH THE ENERGY COALITION TO
PARTICIPATE AS A MEMBER CITY IN THE ENERGY
PARTNERSHIP PROGRAM

RECOMMENDED ACTION
City Council adopt a resolution authorizing the City Manager or designee to enter the City into a
Memorandum Of Understanding with The Energy Coalition to participate as a member city
in the Community Energy Partnership program.
BACKGROUND
The Energy Coalition is a California non-profit organization that has been promoting "smart
energy management" with energy consumers for over 20 years. In Fall 2003, the City of Santa
Clarita was nominated to be included in the Community Energy Partnership. This project is a
collaborative project supported by Public Goods Charges, managed by The Energy Coalition,
and in partnership with Southern California Edison and The Gas Company. The Community
Energy Partnership links cities with their constituents to promote smart energy management,
means to save consumer dollars, support the local economy, and provide utility system benefits
in the form of reasonably priced, clean, and reliable power.
The Energy Coalition was established in 1980 as a non-profit organization to effect energy
conservation and load management through "Energy Cooperatives," early aggregations of large
users who were paid to curtail power usage at costly utility "peak" periods. For the past five
years, The Energy Coalition has been building a model now known as the Community Energy
Partnership. The program focuses special attention on "hard to reach" power users such as lower
income residential customers, senior citizens, and small businesses working with the cities they

reside in. Last year, the Coalition was awarded a project contract, worth over $4 million, by the
California Public Utilities Commission for the 2004/2005 calendar years. Community Energy
Partnership hopes to commence energy efficiency work with their existing California cities, as
well as adding Cathedral City, Corona, San Bernardino, and Santa Clarita for the next two years
of energy efficiency work.
The City's commitment to this project will be to provide "in-kind" services, such as a staff
liaison working with The Energy Coalition, and facilitating introductions and meetings with key
institutions such as community groups, chambers, and school districts. If adopted by the City
Council, the resolution will authorize the City Manager to enter the City into a Memorandum of
Understanding with The Energy Coalition to participate as a member city in the Community
Energy Partnership program.
ALTERNATIVE ACTIONS
Other action as determined by City Council.
FISCAL IMPACT
The Energy Coalition will bear all program costs and fund administration of the projects
implemented in the City. The City's commitment to this project will be to provide "in-kind"
services, with one primary and two support staff liaison, each one-tenth of a full-time equivalent
There are no membership fees or annual dues required to be a member of The Energy Coalition.
