AUTHORIZATION TO EXTEND THE EXISTING
PROFESSIONAL SERVICES AGREEMENT WITH RRM DESIGN
GROUP TO PROVIDE URBAN DESIGN/ARCHITECTURAL
REVIEW SERVICES FOR ONE YEAR (JULY 1, 2004 —JUNE 30,
2005).

RECOMMENDED ACTION
City Council authorize the City Manager to extend the existing professional services agreement
between the City and RRM Design Group to provide urban design/architectural review services
on an as needed basis for a one-year period beginning July 1, 2004 subject to adoption of the
2004-2005 Budget. Per the terms of the original contract executed in May 1999, the contract is
extended on an annual basis, subject to approval of the fiscal year budget.
BACKGROUND
Since May 1999, RRM Design Group has provided urban design/architectural review services to
the City of Santa Clarita on an as -needed basis. RRM Design Group staff has evaluated and
provided input related to architectural design, urban design, and landscape design for the City's
Planning Division with the goal of having new development be of high quality design and
architecturally sensitive to neighboring development and the geographic setting. RRM Design
Group completed the City's Architectural Design Guidelines and assists staff with project review
for compliance with these guidelines.
RRM Design Group has in-house licensed architects, licensed landscape architects, and an urban
designer that have provided urban design/architectural review services for private development
and City -initiated projects. The cost associated with hiring a full-time staff member with benefits
would cost more than hiring a consultant to provide urban design/architectural services to the
APPROVED
City.
The professional services budget for Fiscal Year 2003 to 2004 was $60,000, which is proposed to
be reduced to $30,000 for Fiscal Year 2004 to 2005. The cost for as -needed consultant services
will not exceed $30,000, as requested in Account 3120-8001 as part of the Fiscal Year 2004 to
2005 Planning and Building Services Department budget. City staff will administer the contract
to expire July 31,.2004, with the consultant. Following this period, the City and consultant may
mutually agree to extend the contract for urban design/architectural services for a one-year term.
ALTERNATIVE ACTIONS
Council to direct staff not to extend the professional services contract with RRM Design
Group.

FISCAL IMPACT
Funds for this expenditure, in the amount of $30,000, have been requested in Account 3120-8001
in Fiscal Year 2004-2005.
