SUBJECT: PARCEL MAP NO. 25740 (SAND CANYON AREA, THREE LOT
SUBDIVISION) - APPROVAL OF FINAL MAP AND
ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
1. City Council approve Parcel Map No. 25740 (Sand Canyon area, three lot subdivision);
2. Accept on behalf of the public the offers of dedication for road purposes and the right to
restrict direct vehicular ingress and egress from Sand Canyon Road;
3. Make findings as follows: (a) that this project is consistent with the provisions of
Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and
(b) that this proposed subdivision, together with the provisions for this design and
improvement, is consistent with the General Plan required by Article 5 (commencing with
Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan
adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1
of the Government Code;
4. Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Parcel
Map No. 25740, which indicates that all special assessments levied by the City have been
paid; and
5. Instruct the City Clerk to endorse the Certificate on the face of Parcel Map No. 25740, which
embodies the approval of said map and the acceptance of the dedication shown thereon.
BACKGROUND
Parcel Map No. 25740 (Sand Canyon area, three lot subdivision) was deemed to be in substantial
conformance with the principles and standards required by the Unified Development Code, and

approved by the Planning Division on March 21, 2000. This map, consisting of approximately
6.13 acres, is located on Sand Canyon Road, 630 feet north of Condor Ridge Road, and is owned
by Craig and Joan Kratzberg.
This map is a subdivision of a portion of the southeast quarter of the northeast quarter of
Section 26, Township 4 North Range 15 West, San Bernardino Meridian, and is creating three
lots for residential purposes. Water rights have been secured for all lots. The site is for
residential purposes. The Transit Mitigation fee of $600.00 has been paid and the Quimby
requirement of $8,684.00 has been fully satisfied. Bridge and Thoroughfare fees totaling
$44,850.00 (per current Eastside District fees) have been fully satisfied, as stipulated in the
Conditions of Approval.
The conditions set by the Planning Division have been met and fees have been paid as indicated
on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer
and is ready for City Council approval and acceptance of the dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
No new public streets are being dedicated to the City by this map. No impact will be made to the
City's street maintenance budget.
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheet for details):
Bridge and Thoroughfare Fees (Eastside District) $44,850.00
Transit Mitigation Fee: $600.00
Quimby Fee: $8,684.00

Quimby fees totaling $8,684.00 (per current fees) has been satisfied, as
stipulated in the Conditions of Approval.
School Fees:
All appropriate school fees will be paid at the time of building permits.
