HomeMy WebLinkAbout2004-02-10 - AGENDA REPORTS - GVR SOLEDAD INTERCHANGE (2)Agenda Item: J CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: JJ Item to be presented by: Curtis Nay DATE: February 10, 2004 SUBJECT: GOLDEN VALLEY ROAD/SOLEDAD CANYON ROAD INTERCHANGE, PROJECT NO. 53005 - AUTHORIZE THE AGREEMENT TO PURCHASE LOS ANGELES COUNTY TAX -DEFAULTED PROPERTY, APN NO. 2836-017-025 DEPARTMENT: Transportation and Engineering Services RECOMMENDED ACTION City Council authorize the Agreement to Purchase Los Angeles County Tax -Defaulted Property, APN No. 2836-017-025, for the amount of $1,086.00; and authorize the City Manager or designee to execute all documents, subject to City Attorney approval. Pursuant to the provisions of Chapter 8 of the Los Angeles County Revenue and Taxation Code, governing agencies may enjoy priority to purchase tax -defaulted properties for public use purposes prior to, or while, the properties are publicly auctioned by the County. The Circulation Element of the City's General Plan identifies the ultimate roadway network for General Plan build -out, which includes Golden Valley Road. This roadway is also identified in the Bridge & Thoroughfare (B&T) District and represents an important additional roadway link to improve travel within the City. The construction of Golden Valley Road calls for the development of an interchange that bridges Soledad Canyon Road, and will eventually cross the Santa Clara River and connect to the future Newhall Ranch Road. The overcrossing will span Golden Triangle Road, one set of railroad tracks which are under MTA's jurisdiction, and Soledad Canyon Road. The purchase of this parcel will facilitate the construction of the interchange. The parcel size is approximately 436 square feet. ALTERNATIVE ACTIONS 1. City Council not approve the Purchase and Sale Agreement, and direct staff to initiate eminent domain proceedings to acquire right-of-way needed to accommodate the future Golden Valley Road/Soledad Canyon Road Interchange project. 2. Other action as determined by the City Council. FISCAL IMPACT At this time, adequate funds are available to acquire the subject property in Account No. 53005301. Additional funds of approximately $200.00 will be needed to facilitate the transfer of title. Adequate funds are also available in Account No. S3005301 to pay for title transfer fees.
