GOLDEN VALLEY ROAD/SOLEDAD CANYON ROAD
INTERCHANGE, PROJECT NO. S3005 - APPROVE THE PLANS
AND SPECIFICATIONS, AND AWARD THE CONSTRUCTION

RECOMMENDED ACTION
1) City Council approve the plans and specifications; and award the construction contract to
Security Paving Company, Inc. for the Golden Valley Road/Soledad Canyon Road Interchange
(Interchange), Project No. 53005, in the amount of $12,661,720.00, and authorize a contingency
in the amount of $1,899,258.00;
2) Award the construction management contract to Employment Services, Inc. in the amount of
$250,000.00, and authorize a contingency in the amount of $37,500.00; award the materials and
inspection services contract to BTC Laboratories in the amount of $150,000.00, and authorize a
contingency in the amount of $22,500.00; award the construction surveying services contract to
Sikand Engineering in the amount of $250,000.00, and authorize a contingency in the amount of
$37,500.00; award the geotechnical services contract to Ninyo & Moore in the amount of
$76,000.00, and authorize a contingency in the amount of $11,400.00; award the labor
compliance contract to Padilla and Associates in the amount of $100,000.00, and authorize a
contingency in the amount of $15,000.00; and approve an expenditure to Southern California
Edison in the amount of $250,000.00 for the cost of undergrounding the overhead utilities;
3) Appropriate $3,000,000.00 of federal appropriations from Fiscal Year 2003/2004,
$2,046,198.73 from the Bouquet Canyon Bridge and Thoroughfare (B&T) District, and
$254,614.35 from the Eastside B&T District; and
4) Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
On May 17, 2004, the City Clerk's office received bids for the project (see Bid Results). The
lowest responsive bid was submitted by Security Paving Company, Inc. in the amount of
$12,661,720.00.
Staff recommends that the project be awarded to Security Paving Company, Inc., the lowest
responsive bidder. Security Paving Company, Inc. possesses a State contractor's license and is in
good standing with the State Contractor's License Board. The bid of $12,661,720.00 was
reviewed for accuracy and conformance to the contract documents and was found to be complete.
References were checked and indicated that this contractor has performed work that met their
customers' goals.
Construction of the proposed improvements to the Interchange project will relieve traffic
congestion and promote public safety. The Interchange is a key component of the Cross Valley
Connector, and one of the City Council's top priorities.
Improvements include the widening of Soledad Canyon Road to accommodate a deceleration
lane (westbound) and left -turn pocket (eastbound) onto Valley Center Drive. Valley Center Drive
will be improved with a traffic signal and collector road to the Golden Valley Road bridge. The
construction of this project is estimated to be completed by late summer of 2005.
The City's General Plan Circulation Element identifies the ultimate roadway network for the
buildout of the General Plan, which includes Golden Valley Road. This roadway is also
identified in the B&T District and represents an important additional roadway link to improve
travel within the City. The construction of Golden Valley Road calls for the development of an
Intersection/Interchange project that crosses Soledad Canyon Road, and will eventually cross the
Santa Clara River connecting to the future extension of Newhall Ranch Road.
In November 1999, the City began the preliminary design and environmental assessment phase
of the Interchange project. Through this process, four conceptual alignments for the Interchange
project were analyzed to determine potential environmental and fiscal impacts in order to allow
the City Council to make a final determination regarding the alignment of the proposed
Interchange.
Subsequent to this action, at the July 11, 2000 City Council meeting, Council adopted a
resolution approving the Mitigated Negative Declaration prepared for the Interchange project,
and directed staff to file a Notice of Determination. Additionally, City Council made a final
determination on the design alternative and directed staff to proceed with the development of the
second phase of the Interchange project, subject to the requirements of the California
Environmental Quality Act (CEQA).

FISCAL IMPACT
Funds for these expenditures in the total amount of $15,760,878.00 have been budgeted in
Account Nos. S3005001 (General Fund), S3005109 (federal grant), 53005301 (Bouquet Canyon
B&T), 53005302 (Eastside B&T), S3005303 (Via Princessa B&T), S3005360 (CFD 99-1 Santa
Clarita Business Park), and S3005455 (developer fees) in the Fiscal Year 2003/2004 budget.
