SUBJECT: HENRY MAYO NEWHALL MEMORIAL HOSPITAL MASTER
PLAN EIR CONTRACT

RECOMMENDED ACTION
City Council authorize the City Manager or designee to enter into a professional services contract
between the City and RBF Consulting to prepare an Environmental Impact Report (EIR) for the
Henry Mayo Newhall Memorial Hospital Master Plan, for a total contract amount not to exceed
$352,340 from account number 501-23056, subject to City Attorney approval. FIR preparation
costs will be bome by the applicant.
BACKGROUND
Henry Mayo Newhall Memorial Hospital (HMNMH) submitted an application for approval of a
conditional use permit on August 6, 2004 for a master plan. This proposal requires the
preparation of an EIR. After requesting proposals and interviewing two firms, City staff
recommends that RBF prepare an EIR for the Henry Mayo Newhall Memorial Hospital Master
Plan project. The Henry Mayo Newhall Memorial Hospital (HMNMH) with G&L Realty is
proposing a long-term Master Plan for the build -out of the hospital campus on McBean Parkway
to be developed over the next 20-25 years, including in-patient, outpatient and associated medical
facilities, along with appropriate parking facilities.
The current medical campus consists of 337,160 square feet of building area. This area includes
105,052 square feet of medical offices (including an 8,000 square foot Foundation modular
building) and 232,108 square feet of hospital related floor area. The latter consists of the
following: a 146,000 square foot main hospital; a 63,800 square foot nursing pavilion; an 8,000
square foot central plant; a 9,022 square foot bridge; and a 5,286 square foot basement addition.
The medical campus currently provides 972 surface parking spaces.
The Master Plan project, the subject of this EIR, will add a total of 694,659 square feet of floor
area to the medical campus. This additional space is proposed as follows: 290,000 square feet of
medical offices and 404,659 square feet of hospital -related uses. Further, this hospital space
includes: a 5,259 square foot heliport (approved under separate action); a 113,400 square foot
administration building; a 22,000 square foot central plant; and 264,000 square feet of patient
towers (3 towers). With the addition of this new area, a total of 29,220 square feet of floor area
will be demolished including the 8,000 square foot Foundation building; and 21,220 square feet
of medical office space. The net build -out medical campus would be 938,799 square feet and
served by 3,577 parking spaces.
RBF was the highest rated firm of the two firrns interviewed by City staff for the preparation of
the EIR. The cost for preparing the document is $352,340. This includes a 10% contingency fee,
which will provide a buffer in the event of unexpected costs. The money will be deposited into a
501 account and this amount will cover all costs associated with the associated with the EIR.
ALTERNATIVE ACTIONS
1. Not approve the contract with RBF and select an alternate consulting firm for the preparation
of the EIR.
2. Other action as determined by the Council.
FISCAL IMPAC
The cost of EIR preparation will be home solely by the applicant. Henry Mayo Newhall
Memorial Hospital will submit a check which will be deposited into account number 501-23056
HMNMH EIR. Therefore, authorization to proceed with the EIR does not create a fiscal impact
to the City's budget.
