SUBJECT: RENEWAL OF AGREEMENT WITH LOS ANGELES COUNTY
DEPARTMENT OF PUBLIC WORKS FOR INDUSTRIAL WASTE
DISPOSAL PERMITS AND RELATED INSPECTION SERVICES

RECOMMENDED ACTION
City Council authorize the City Manager or designee to renew an agreement with Los Angeles
County Department of Public Works for Industrial Waste Disposal permit and inspection
services, subject to City Attorney approval.
BACKGROUND
Since 1988, the City has contracted with Los Angeles County to provide permitting and
inspection services to businesses in the City for the enforcement of State regulations pertaining to
the disposal of industrial waste. The County Department of Public Works, Industrial Waste
Division has provided these services to the City continuously since 1988.
The City is required by the State of California to enforce their regulations pertaining to the
disposal of industrial waste. The City contracts with Los Angeles County to enforce these
regulations since the City does not have the in-house expertise or certification to provide this
service.
The provisions for industrial waste disposal are outlined in the Los Angeles County Code, Title
20, Utilities, Division 2, Sanitary Sewers and Industrial Waste, which the City adopted by
reference in 1988.
These services include issuance of Industrial Waste Disposal Permits for businesses that generate
commercial or industrial waste that is not allowed to be disposed into the public sewer system.

The intent of these provisions is to prevent the disposal of hazardous or toxic chemicals and
other substances, like grease and oils that can have a detrimental effect on the City's sewer
system.
The County conducts annual and semi-annual inspections of businesses identified as industrial
waste producers to ensure compliance with State regulations for waste disposal. Permits are
issued at the County's Alhambra office and inspections are conducted by County inspection staff
from their local office in Valencia.
The contract used for these services in the past is now expired and needs to be renewed in order
for the County to continue providing these services. Currently, these services are being provided
by the County under a temporary arrangement using their Work -Order process in order to avoid a
lapse in service.

FISCAL IMPACT
All costs to the City are offset by permit and inspection revenue received by the City from fees
collected by the County.
