SUBJECT: SECOND READING AND ADOPTION OF AN ORDINANCE
ADOPTING THE LOS ANGELES COUNTY PUBLIC HEALTH
CODE, AND ADOPTION OF A RESOLUTION PROVIDING FOR
THE ENFORCEMENT OF LAWS AND REGULATIONS
RELATING TO PUBLIC HEALTH

RECOMMENDED ACTION
City Council conduct second reading and adopt an ordinance entitled "AN ORDINANCE OF
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, ADOPTING
THE LOS ANGELES COUNTY PUBLIC HEALTH CODE AND ADDING CHAPTER 9.02
TO THE SANTA CLARITA MUNICIPAL CODE"; and adopt a resolution providing for the
enforcement of laws and regulations relating to public health.
BACKGROUND
At the October 26, 2004 City Council meeting, an ordinance was presented for the first reading to
adopt the Los Angeles County Public Health Code. This ordinance adopts by reference the
County Public Health Code into the Santa Clarita Municipal Code (SCMC) as a new chapter
within Title 9. The provisions of this ordinance pertain to businesses such as self service
laundromats, owners of swimming pools, owners of rental properties, wholesale food
manufacturing facilities, and water and sewage treatment facilities.
In addition to the ordinance, the accompanying resolution will allow for the enforcement by the
County Health Officer of orders, quarantine regulations, and rules prescribed by the State
Department and other regulations issued under the provisions of the code, as well as statutes
relating to the public health.

The adoption of this ordinance and accompanying resolution will ensure consistent and uniform
enforcement of the County Public Health Code between the City and the unincorporated areas of
the County. It also complies with the City -County agreement requiring adoption of the latest
County Public Health Code provisions into the SCMC.
ALTERNATIVE ACTIONS
1. Develop and adopt separate public health provisions and develop a City public health
enforcement program.
2. Other action as determined by the City Council.
FISCAL IMPACT
No fiscal impact is anticipated as a result of the passage of this ordinance and resolution.
