WAREHOUSE AND SHED AT 22427 MARKET STREET,
PROJECT NO. F2002 - AWARD CONTRACT OF ABATEMENT
AND DEMOLITION SERVICES

RECOMMENDED ACTION
City Council award the contract for abatement and demolition of buildings located at
22427 Market Street for the construction of the Newhall Community Center and parking lot
expansion, Project No. F2002, to American Wrecking, Inc. in the amount of $103,827.00, with a
15 percent contingency expenditure of $15,574.00, for a total contract amount not to exceed
$119,401.00; and authorize the City Manager or designee to execute all documents, subject to
City Attorney approval.
BACKGROUND
In 2003, the City successfully acquired the property at 22427 Market Street from Anawalt
Lumber and Material Company, with the intent of constructing a new Community Center on the
property. Upon acquisition of the property, staff was able to relocate all three retail business
tenants that previously occupied space on the site. Soon after the last tenant was relocated, the
City hired a consultant to conduct an environmental study of the warehouse building and shed
that are on the property. The environmental report indicates that a significant amount of asbestos
and a small amount of lead and mold are present in the warehouse building. In order to proceed
with construction of the Newhall Community Center, abatement and demolition services are
required to safely remove the asbestos, lead, and mold.
On January 20, 2004, the City Clerk's office received bids for the project (Exhibit "A" - Bid
Results). American Wrecking, Inc. submitted the lowest responsive bid in the amount of
$103,827.00. In addition, staff recommends a 15 percent contingency in the amount of
$15,574.00.

During the time of abatement and demolition services, a City -hired environmental consultant and
a City inspector will ensure proper work performance and handle daily contractual field issues.
The City will enforce the contractor's requirement to implement dust control, air pollution
prevention, and odor control measures to prevent the creation of dust, air pollution, and odor
during the period of operation. The site will be protected throughout the abatement and
demolition process. The existing fence and gate will remain in place to ensure safe passage
around the demolition area, and use of explosives will not be permitted for the demolition. The
contractor will be given 35 working days to complete both the abatement and demolition
services.
The contractor will need to meet all required federal, state, and local requirements, including
Cal OSHA and AQMD as designated in the project specifications. Bids will be advertised and
awarded separately for the two components of the Newhall Community Center project; one bid
process will take place for the abatement and demolition portion of the project (Project
No. F2002), and another will occur for the construction of the proposed Newhall Community
Center and associated parking lot expansion (Project No. F2006). The actual construction of the
Newhall Community Center will begin immediately after the building and shed are completely
demolished.

FISCAL IMPACT
Funds in the amount of $119,401.00 for the abatement and demolition services contract have
been allocated in Fiscal Year 2003/2004 in Account No. F2002205-8001. The funding source is
Proposition C "Local."
