HomeMy WebLinkAbout2004-01-13 - AGENDA REPORTS - NEWHALL CMTY CENTER PROJ (2)Agenda Item: -*3 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: (/fir✓ Item to be presented by: Adele Macpherson DATE: January 13, 2004 SUBJECT: RESOLUTIONS AUTHORIZING THE SUBMITTAL OF GRANT APPLICATIONS UNDER THE 2002 RESOURCES BOND ACT FOR THE URBAN PARK ACT OF 2001 PROGRAM, THE PER CAPITA GRANT PROGRAM, AND THE ROBERTI-Z'BERG-HARRIS BLOCK GRANT PROGRAM FOR THE NEWHALL COMMUNITY CENTER PROJECT DEPARTMENT: Parks, Recreation & Community Services RECOMMENDED ACTION City Council adopt Resolutions authorizing the submittal of grant applications for the Urban Park Act of 2001 Grant Program in the amount of $596,000, the Per Capita Grant Program in the amount of $696,000, and the Roberti -Z'berg-Hams Block Grant Program in the amount of $428,654 for the Newhall Community Center Project, for an aggregate amount of $1,720,654, and authorize the City Manager, or designee, to execute all necessary grant documents on behalf of the City. BACKGROUND Grant funding under the 2002 Resources Bond Act (Proposition 40) for the Urban Park Act of 2001 Grant Program became available with approval of the State budget in September. The $130 million Grant Program awards funds for the acquisition or development, or both, of new urban parks, new recreation areas and facilities in neighborhoods that are currently least served by park and recreation providers. The Parks, Recreation, and Community Services Department will prepare a grant application for the competitive grant funds for the Newhall Community Center Project. City Council previously adopted resolutions authorizing the submittal of grant applications for the Per Capita Grant Program and the Roberti -Z'berg-Harri s Block Grant Program. As a procedural matter, language describing the process used in the circulation of the project Initial Adopted: �F= Study and Negative Declaration in compliance with the California Environmental Quality Act has been added to these resolutions. Upon adoption of the resolutions, staff will complete all three grant applications consistent with the program guidelines. ENVIRONMENTAL REVIEW As part of the project review, an initial study was prepared by Willdan, the City's Environmental Consultant, to evaluate the environmental impacts of this proposal. The initial study identified that there may be some impacts to Noise and Cultural Resources associated with the project. Therefore, mitigation measures have been incorporated to reduce any potential impacts to less - than -significant. Subsequently, a draft Mitigated Negative Declaration was prepared. This document was made available for public review, and circulated from December 11, 2003, through January 13, 2004. The project will use Community Development Block Grant (CDBG) Funds and is, therefore, subject to the National Environmental Policy Act (NEPA). Willdan has prepared the Environmental Assessment (EA), a floodplain evaluation, and has coordinated with the State Office of Historic Preservation to comply with Section 106 of the National Historic Preservation Act. As a result, a Finding of No Significant Impact (FONSI) was prepared in accordance with NEPA. ALTERNATIVE ACTIONS 1. Other action as determined by City Council. FISCAL IMPACT The existing budgeted funding for the Newhall Community Center (Project F2006) for Fiscal Year 2003-04 is $3,844,970. Both the Proposition 40 Per Capita Grant Program ($696,000) and the Roberti -Z'berg-Harris Block Grant Program ($428,000) have been anticipated and are in the Fiscal Year 2003-04 budget for Project F2006. These funds will be used to meet the matching requirement for the Urban Park Act of 2001 Program, which is a competitive program and gives a higher priority to applications that include a commitment for match. No additional matching funds are required for this grant request. These additional grant monies will fund the exterior and other components of the Newhall Community Center that were part of the planning process, but could not be funded as part of the Fiscal Year 2003-04 budget.
