REDEVELOPMENT COMMITTEE
RECOMMENDED ACTION
Review and discuss proposed roles and responsibilities of the Newhall Redevelopment
Committee.
BACKGROUND
Based on direction from City Council at the November 6, 2003 City Council Meeting,
staff has designed a staff work plan to enhance and manage information flow from the
City to the Newhall Redevelopment Committee (NRC). Staff also reviewed the
geographic scope as well as the roles and responsibilities of the NRC and developed
recommendations for the City Council to consider.
The work plan provides for a central clearinghouse point that is internal to the City to
manage information flow, and to provide an improved reporting structure within the
NRC.
The role of the NRC is proposed to continue being advisory to the Newhall
Redevelopment Agency with regard to specific Newhall design guidelines. Based on a
staff review of the current NRC's review process for projects within the Special
Standards District, staff has identified areas to clarify, and is in the process of developing
a more formalized review process. The goal will be to ensure effective communication
and review without slowing the process, and will be done with input from the NRC.
There is an opportunity to expand the boundaries of the NRC's review of design
guidelines for Lyons Avenue if new design guidelines are developed for Lyons Avenue
under a specific plan proposal. The existing NRC would need to be altered to fairly
represent the people impacted on Lyons Avenue.
The Newhall Redevelopment Committee reviewed these proposed recommendations on
December 30, 2003.

1. Clarify role of NRC:
Purpose: Give definition to the role of the NRC.
Recommendation: Primary function of the NRC is to review and advise the
Planning Commission and/or Redevelopment Agency (City Council) with respect
to Newhall Design Guidelines, i.e. fagade improvement, signage and screening
proposals.
Secondary function will be to review and provide comments on "broad" issues or
proposals as defined by City staff that generally affect the Newhall
Redevelopment area. Examples would include: land use issues, assessment
districts, beautification plans, proposed industrial parks, etc. It would not include
specific code enforcement cases or specific building permit applications for a
tenant improvement, etc.
2. Consider expanding geographic boundaries of NRC
Purpose: Determine if the NRC should have expanded authority to review design
guidelines for the Lyons Avenue corridor as defined by the Newhall
Redevelopment boundaries.
Recommendation: The NRC responsibility could be expanded to review design
guidelines for Lyons Avenue if: (1) the existing NRC board is reconstituted to be
fairly representative of property owners, businesses, and major stakeholders on
Lyons Avenue; and (2) new design guidelines standards unique to Lyons are
developed as a part of a specific plan overlay that would include Lyons Avenue.
3. Consider expanding the Newhall Special Standards District
Purpose: Determine if the Special Standards District could be expanded to include
the entire Redevelopment Area.
Recommendation: There are current ordinances in place that reflect the existing
Special Standards District boundaries and that are specific to that boundary. By
modifying these boundaries, these same ordinances (such as the sign ordinance)
would be placed in different geographical areas that haven't been reviewed and
approved for such ordinances. The recommended alternative would be to develop
specific development standards through a Specific Plan for the areas not currently
included in the Special Standards District.
