HomeMy WebLinkAbout2004-01-13 - AGENDA REPORTS - NO-PARKING ZONES SECO GOODVALE (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: - CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: January 13, 2004 Andrew Yi ESTABLISHING NO -PARKING ZONES - SECO CANYON ROAD AND GOODVALE ROAD Transportation and Engineering Services RECOMMENDED ACTION City Council adopt a resolution establishing a no -parking zone for Santa Clarita Elementary School along Seco Canyon Road (west side) between the school entrance driveway and the school property line adjacent to Santa Clarita Park (total distance of 388 feet), between 1:30 p.m. and 3:15 p.m., school days only; and establishing a no -parking zone for Mitchell Community School along Goodvale Road (north side), extending 210 feet from the existing no -parking zone to the eastern boundary of the school property, between 7:30 a.m. and 8:30 a.m., and between 2:30 p.m. and 3:30 p.m., school days only. BACKGROUND Seco Canyon Road - Santa Clarita Elementary School On November 17, 2003, Traffic Engineering staff received a letter (Exhibit "A") from the Principal of Santa Clarita Elementary School, requesting a limited hour parking restriction from 1:30 p.m. to 3:15 p.m. on school days along the west side of Seco Canyon Road extending 388 feet northerly from the school entrance driveway to the school property line adjacent to Santa Clarita Park. In coordination with the Los Angeles County Sheriffs Department, the school has been utilizing temporary no -parking signs during student dismissal times since September 21, 2003. The purpose of this procedure is to allow parents to use this parking lane to line up before entering the school parking lot during school dismissal times to facilitate the Parking Lot Valet program. Previously, when parking was allowed during dismissal times, parents lined up in the adjacent Adopted: iso. oN-y lane creating a double parking situation, in which children were moving in and out of traffic lanes between vehicles to get to their car. City staff observed the afternoon traffic conditions along Seco Canyon Road in front of the school. Staffs evaluation indicated that a no -parking zone would help improve traffic flow and traffic safety near the school by creating a staging area for vehicles where they can line up prior to entering the school parking lot. There will be minimal impact to on -street parking since the no -parking zone will only be in effect between 1:30 p.m., and 3:15 p.m., school days only. Goodvale Road - Mitchell Community School On November 17, 2003, Traffic Engineering staff received a letter (Exhibit "D") from the Principal of Mitchell Community School, and was contacted by the Los Angeles County Sheriffs Department, requesting an extension of the existing no -parking zone along the north side of Goodvale Road from its current location easterly to the school property line. This request was due to concerns of the school staff and parents for the safety of children crossing in the crosswalk near the eastern boundary of the school at Solon Avenue. Currently, parents line up adjacent to the curb lane/parking lane where parking is permitted to enter the valet parking zone, creating a double parking situation, which is causing traffic congestion and affecting site visibility for pedestrians utilizing the crosswalk. City staff observed the situation during drop-off and dismissal times along Goodvale Road. Staffs evaluation indicated that extending the no -parking zone would help improve traffic conditions near the school by creating a staging area where cars can line up before entering the existing valet parking zone. This will eliminate the double parking situation and improve site visibility for the crosswalk. There will be minimal impact to on -street parking since the no -parking zone will only be in effect between 7:30 a.m. and 8:30 a.m., and between 2:30 p.m. and 3:30 p.m., school days only. ALTERNATIVE ACTIONS 1. Keep existing situation as is. 2. Other action as determined by the City Council. FISCAL IMPACT The work involves the installation of eight signs, amounting to approximately $800.00. Funds for this work are available in the Field Services Striping and Signing Maintenance Account No. 5214-7335. Deputy Phares of the Los Angeles Sheriff's Department has been instrumental in assisting our school with the implementation of a parking lot procedure which ensures a much safer afternoon dismissal for our students. The procedure, which we began and have been utilizing consistently since September 21, 2003 requires that parents use the area ranging from the entrance to our parking lot ali the way to the edge of our property which adjoins the park on the west side of Seco Canyon Road, as a staging area. They line up in that area, and when barricades into our entrance are removed, one lane of traffic funnels in from the curbside into our parking lot. Previously, three lanes of traffic came into our lot causing a highly chaotic situation in which children were moving in and out of lanes of traffic to get to their parents' cars, Without the "No Parking" signs, we cannot use the staging area, creating an unsafe traffic situation on Seco Canyon Road at dismissal time. Currently, the temporary signs that Deputy Phares gave us are being stolen at such a rate that it's very difficult for us to enforce the policy. We would sincerely appreciate your support of our program through the placement of permanent "No Parking" signs in the designated area as soon as possible. We are requesting that the street signs and sign posts on Goodvale Road be changed by extending the "no parking zone" from its current location to the most eastern boundary of our school property. This request is due to the safety of pedestrians crossing in a crosswalk area that is congested with cars parked nearest to the sidewalk and a valet program that encourages parents to wait in line, next to these parked cars. The visibility of the crosswalk area is hampered by these parked cars. The school office has fielded many complaints from parents that this situation is a safety hazard for the children and parents utilizing that crosswalk.
