HomeMy WebLinkAbout2004-01-13 - AGENDA REPORTS - NO-STOPPING ZONE MAGIC PKWY (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: -- CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: January 13, 2004 Andrew Yi MAGIC MOUNTAIN PARKWAY - ESTABLISHING A NO -STOPPING ZONE Transportation and Engineering Services RECOMMENDED ACTION City Council adopt a resolution establishing a no -stopping zone along the south side of Magic Mountain Parkway adjacent to the North Glen apartment complex, extending approximately 370 feet westerly from the apartment complex's main entrance. BACKGROUND On December 9, 2003, Traffic Engineering staff received a letter (Exhibit "A") from Andy Winchester, a resident of the North Glen apartment complex located at 23428 Magic Mountain Parkway. The complex is located approximately 700 feet east of the intersection of Magic Mountain Parkway and Valencia Boulevard. In his letter, Mr. Winchester requested that the City prohibit parking along the south side of Magic Mountain Parkway west of the main entrance of the apartment complex. The letter outlined site visibility limitations when drivers attempt to turn onto Magic Mountain Parkway due to oversized trucks and trailers that park at this location and block the view of oncoming eastbound traffic. A field study and observations of the area indicated that there is 330 feet of an existing no -stopping zone on Magic Mountain Parkway, just east of the intersection of Valencia Boulevard. Due to the 45 -mph speed limit on Magic Mountain Parkway, the existence of another driveway (the west driveway of the North Glen apartment complex) and the close proximity to a major intersection (Valencia Boulevard and Magic Mountain Parkway), establishing an additional no -stopping zone would improve visibility and minimize traffic conflicts for motorists exiting the driveway. In addition to the study, staff checked accident records for this location. Staffs findings indicated that there have been three collisions at this location over the past 12 months. This collision data supported the recommendation for eliminating parking in this area. Adopted: Casa • O S' On December 16, 2003, Traffic Engineering staff contacted the management of the North Glen apartments and informed Dyane Baker, Property Manager, of the City's proposed action to establish the no -parking zone. Ms. Baker expressed her complete satisfaction and agreement with the City regarding this matter. The North Glen apartment complex has adequate parking spaces for its tenants and their visitors; therefore, the removal of 370 feet of on -street parking adjacent to this building would have no adverse effect on parking demands in this area. ALTERNATIVE ACTIONS 1. Keep existing situation as is. 2. Other action as determined by the City Council. FISCAL IMPACT The work involves the installation of four signs, amounting to approximately $400.00. Funds for this work are available in the Field Services Striping and Signing Maintenance Account No. 5214-7335.
