SUBJECT: NEWHALL RANCH ROAD, PROJECT NOS. S4003 AND S1001 -
APPROPRIATE FUNDS FOR THE ENVIRONMENTAL STUDY,
DESIGN CONTRACT, AND RELOCATION OF SOUTHERN
CALIFORNIA EDISON FACILITIES

RECOMMENDED ACTION
1. City Council appropriate $85,000 from the Bouquet Canyon Bridge and Thoroughfare District
to Account No. S4003001-8001;
2. Appropriate $2,220,000 from the Valencia Bridge and Thoroughfare District to Account
No. S1001304-8001; and
3. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
Funding from the developer -funded Bouquet Canyon and Valencia Bridge and Thoroughfare
(B&T) Districts is needed to continue work on two segments of the City's Cross Valley
Connector (CVC). These segments include the section of Newhall Ranch Road from Interstate 5
to Copper Hill Drive (the Gap Closure) and the section from Bouquet Canyon Road to Soledad
Canyon Road. Both segments are critical components of the City's circulation element and are
B&T eligible.
Funds in the amount of $85,000 are needed from the Bouquet Canyon B&T District to provide
support necessary to complete the Environmental Impact Report for the section of Newhall
Ranch Road from Bouquet Canyon Road to Soledad Canyon Road.

Funds in the amount of $2,220,000 are needed from the Valencia District to complete work on
the Gap Closure section of Newhall Ranch Road. A contract with Tetra Tech was awarded by
the City Council on February 12, 2002, for the environmental and design work. Additional work
was identified during the EIR. Funds in the amount of $250,000 are needed due to the additional
scope of work identified, and revisions and studies required resulting from the circulation of the
document. This appropriation will also cover staff time for oversight related to this work.
Funds in the amount of $1,970,000 are needed to begin the relocation of Southern California
Edison's high voltage transmission towers. Edison has requested the advance payment through
work orders totaling this amount to pay the cost to design and relocate these facilities. This work
must precede the road work to allow clearances for the transmission lines.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
The Bouquet Canyon Bridge and Thoroughfare District has a current available fund balance of
approximately $1,866,000. The appropriation to Account No. S4003301-8001 in the amount of
$85,000 will reduce the available fund balance to approximately $1,781,000.
The Valencia Bridge and Thoroughfare District has a current available fund balance of
approximately $2,229,000. The appropriation to Account No. S1001304-8001 in the amount of
$2,220,000 will reduce the available fund balance to approximately $9,000. A developer
contribution is expected in an amount which is sufficient to cover increased costs of the utility
relocation work. These funds will be used to reimburse the Valencia Bridge and Thoroughfare
District.
