SUBJECT: RESOLUTION THAT NO PRIVATE NON-PROFIT AGENCIES
ARE READILY AVAILABLE TO PROVIDE PUBLIC
PARATRANSIT SERVICE IN THE CITY OF SANTA CLARITA
DEPARTMENT: Field Services
RECOMMENDED ACTION
City Council adopt a resolution that no non-profit agencies are able to provide public paratransit
service in the City of Santa Clarita.
BACKGROUND
The Federal Transit Administration (FTA) Section 5310 program provides funding to private
non-profit agencies for purchasing vehicles specifically for the transport of seniors and/or
disabled passengers (paratransit service). As a public non-profit agency, the City of Santa
Clarita has applied for a grant of $131,200 in Section 5310 funding and therefore must
demonstrate that it will not be competing with local private non-profit agencies.
This public hearing invites local non -profits to indicate their intentions to apply for Section 5310
funding. If the City's application is not challenged, the City Council is asked to pass a resolution
stating that no private non-profit agencies are readily available to provide public paratransit
service.
Staff has notified local senior and disabled service facilities via certified mail of the City's
intentions to seek funding. Responses from all agencies, including the Senior Center and Adult
Day Health Care have supported the City's application. A legal notice was published, inviting
private non-profit organizations to indicate any intention to apply for section 5310 funds by
participating in this public hearing.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
Local match funds have been programmed in Transit Fund 801. No General Fund money will be
used to match the Section 5310 grant.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN:
A Public Hearing will be held before the City Council of the City of Santa Clarita in the City
Hall Council Chambers, 23920 Valencia Blvd., 18t Floor, Santa Clarita, California, on the 27th
day of April, 2004, at or after 6:00 p.m. to consider an application submitted by Santa Clarita
Transit for capital assistance in providing transportation for senior citizens and persons with
disabilities pursuant to Section 5310 of the Federal Transit Laws. Any interested public or
private non-profit transportation providers in the Santa Clarita Valley are invited to state their
interest in applying for these funds by announcing their intent to apply at this hearing.
Proponents, opponents, and any interested persons may appear and be heard on this matter at
that time. Further information may be obtained by contacting the Field Services Department,

Public agencies or private non -profits may comment on the above funding application or offer
their own service proposals by written notice to the applicant and the State of California
Department of Transportation (Caltrans) within thirty (30) days at the address listed below.
For more detailed information, all interested parties are invited to request a complete copy of
the application from Caltrans.
