PLACERITA CANYON SEWER, PHASE 1, PROJECT NO. S2036 -
AWARD CONSTRUCTION CONTRACT

RECOMMENDED ACTION
1. City Council approve the plans and specifications; award the construction contract to TEMCO
for the Placerita Canyon Sewer, Phase 1, Project No. S2036, in the amount of $1,500,740.00, and
authorize a contingency in the amount of $150,074.00.
2. Appropriate $1,900,000.00 from the Master's College funding agreement into fiscal year
04-05 Account number S2036455.
3. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
This project will construct a sewer as shown in Exhibit "A," Project Location Map.
On July 13, 2004, City Council approved the preferred alignment for the project, and authorized
staff to advertise the project for bids, proceed with the concept of a use fee for future
connections, and enter into a funding agreement with The Master's College.
Under the funding agreement with The Master's College, the college will contribute
$1,900,000.00 to the project, which will satisfy the conditions of approval for the construction of
their new dormitory. On September 24, 2004, the City received funds as agreed for the project
ftora The Master's College.
Staff has been working with a consultant with expertise in special districts to determine the cost
for property owners to connect to the sewer. Staff is also working on a public participation plan

to inform property owners of the proposed fee and to receive input. Public meetings will be held
as part of this effort. A fee study will be prepared to detail the cost for each property to connect.
Although staff is working diligently to prepare this cost information for the public, it is important
to point out that connection to the new sewer system will be strictly voluntary. The completion
of the fee study and the establishment of the connection fee should be presented to the City
Council for review and approval at the time of acceptance of this project.
On September 9, 2004, the Purchasing Division received I I bids for the project. The results of
the bid are shown in Exhibit "B," Bid Results.
The lowest responsive bid was submitted by TEMCO in the amount of $1,500,740.00. Staff
recommends that the project be awarded to TEMCO, the lowest responsive bidder. TEMCO
possesses a State contractor's license and is in good standing with the State Contractor's License
Board. The bid of $1,500,740.00 was reviewed for accuracy and conformance to the contract
documents and was found to be complete. References were checked and indicated that this
contractor has performed work that met their customers' goals.
On September 17, 2004, notices were sent to all Placerita Canyon area homeowners associations,
as well as all residents on Alderbrook Road, notifying them of the upcoming City Council
meeting agenda item to award the construction contract.

Other action as determined by the City Council.
FISCAL IMPACT
Funds for this project have been approved and budgeted in Account No. S2036001 in the amount
of $428,247.00 for Fiscal Year 2004/2005. Funds in the amount of $1,900,000.00 were received
from The Master's College. The total available budget for this project is $2,328,247.00.
