PROPOSITION 40 GRANT APPLICATION FOR PIONEER OIL
REFINERY SITE

RECOMMENDED ACTION
City Council adopt a resolution to provide for the filing of a California Cultural and
Historical Endowment (CCHE) grant application for the partial rebuilding of the Pioneer Oil
Refinery.
2. Authorize the City Manager, or designee, to sign all documents required to file the
application and receive the grant, if awarded, subject to the approval of the City Attorney.
BACKGROUND
The City acquired the Pioneer Oil Refinery Site in 1998 from the Chevron Oil Company.
Funding has not been available to provide for the planning, design, and rebuilding of the refinery
site. This grant, if awarded, would provide funding for the planning, design, and rebuilding of
the Pioneer Oil Refinery.
Proposition 40 provided $122 million to establish the CCHE competitive grant fund. This is the
first of three cycles of grant applications. A total of $35 million will be awarded during this
cycle. The grant application must be post -marked and delivered by October 1, 2004.
The Pioneer Oil Refinery was placed on the California Historical Sites list in 1935. The site has
been neglected for many years and is in considerable disrepair. The City and the Santa Clarita
Historical Society have been concerned about saving this historical area since the City's

incorporation. During the negotiation of the development agreement for the Gates King Project,
the Pioneer Oil Refinery was identified as a possible recipient for the developer's Cash
Contribution for Community Projects.
This grant, if awarded, will provide $500,000 of funding to refurbish the refinery to an historical
interpretive site. A requirement of the grant is for the City to provide an equal match to the grant
award amount. Therefore, the combined authorization for the grant will be $1 million. If the
grant is successful, the primary source of the grant match, in the amount of $500,000, will be the
Gates King Cash Contribution or General Fund.
