City Council award a contract to Lake Chevrolet for the purchase of a diesel -fueled medium -duty dump truck, for an amount not to exceed $67,341.24, from account number 5211-8610. 2. City Council reject lowest bid from Reynolds Buick/GMC as not responsive. 3. City Council authorize the City Manager, or his designee, to sign all documents, subject to City Attorney approval. BACKGROUND The City Council approved the purchase of a medium -duty dump truck in the FY 2003/2004 budget. In keeping with the desire to pursue altemative-fueled vehicles, staff issued bids on two occasions, in August and October of 2003, seeking to purchase a CNG -fueled dump truck. In both cases, responses did not offer suitable vehicles or were almost double the allowed budget. Investigations revealed some manufacturers were not certifying engines for CNG due to sporadic demand, and others were offering only high -demand vehicles, such as buses, trash trucks, or street sweepers in CNG versions. Based on the investigation, a third Invitation to Bid was published three times, from March 7, 2004 to March 14, 2004. Notifications were sent to ten suppliers on file. The Invitation to Bid was distributed to 27 dealers who requested an opportunity to bid. Additionally, 12 dealers downloaded the bid package from the City's website. Four suppliers submitted responses opened by the City Clerk on April 20, 2004, and the results of the bids are shown below: Vendor Reynolds Buick/GMC Trucks Lake Chevrolet Western Truck Exchange Peck Road Truck Center Location Bid West Covina, CA $66,739.44 Lake Elsinore, CA $67,341.24 Los Angeles, CA $67,619.45 Whittier, CA $69,261.60 Staff reviewed the responses and finds the low bid from Reynolds Buick/GMC was not in accordance with the bid specifications. Therefore, staff recommends the award go to the next lowest bid from Lake Chevrolet. ALTERNATIVE ACTIONS Other action as Council may direct. FISCAL IMPACT Sufficient funds were budgeted and are available in account number 5211-8610 for FY 2003/2004.
