AND EXPENSES

RECOMMENDED ACTION
City Council adopt a Resolution of the City Council of the City of Santa Clarita, Relating to the
Planning Commission and the Parks, Recreation & Community Services Commission
Compensation and Expenses.
BACKGROUND
Since 1988, three ordinances have amended sections of the Municipal Code to adjust
compensation rates of the City's Planning Commission, as well as the Parks, Recreation and
Community Services Commission. The last Commission compensation adjustment took place in
May of 1996.
With direction from the City Manager, staff conducted analysis inclusive of acquiring
Commission compensation information from comparable cities, as well as evaluating the
Consumer Price Index, to determine if a compensation adjustment for the City's Planning and
Parks, Recreation & Community Services Commission is appropriate at this time.
Currently, each of Santa Clarita's five members of the Parks, Recreation and Community
Services Commission receives $95 per meeting, not to exceed a total compensation of $190 in
any one month. Each of the five members of the Planning Commission receives $125 per
meeting, not to exceed a total compensation of $500 in any one month.
Staff surveyed seven other cities including: Glendale, Lancaster, Oxnard, Palmdale, Simi Valley,
Thousand Oaks, and Ventura, to gain insight as to how other local government entities currently
compensate Commission members.
From the analysis, staff concluded that the City's Planning Commission compensation is
approximately 13% lower than the average compensation rate of $141 per meeting. In regards to
Parks, Recreation and Community Services Commission compensation, staff found that the
City's compensation is approximately 5.25% lower than the average compensation of $100 per
meeting. In addition, staff found that three of the seven cities manage Parks and Recreation
Commissions where members are not compensated.
At the regular meeting of the City Council on March 23, 2004, the City Council passed to second
reading an ordinance enabling the City Council to adjust the rate of compensation for members
of the Planning Commission and the Parks, Recreation & Community Services Commission
from time to time as established by the City Council.
At this time, staff recommends that the City Council adopt a resolution to amend the
Commission member compensation, commencing on July 1, 2004, to reflect cumulative
adjustments of the Consumer Price Index (for the Los Angeles/Riverside/Orange County area,
issued monthly by the Bureau of Labor Statistics of the U.S Department of Labor), since the
City's last Planning and Parks, Recreation & Community Services Commission Compensation
adjustment in May of 1996.
ALTERNATIVE ACTION
1. Do not approve resolution.
2. Other action as determined by Council.
FISCAL IMPACT
Staff recommends the revision of current Commission compensation is to adjust stipends to
reflect cumulative adjustments in the Consumer Price Index (CPI) since the City's last
Commission compensation adjustment in 1996. If current compensation rates are adjusted to
remain parallel with the recent CPI information, an increase of approximately 20% in Planning
and Parks, Recreation & Community Services Commission compensation would be appropriate.

If approved, staff will allocate sufficient funds for Commission compensation adjustments as part
of the FY 2004/2005 budget process.
