HomeMy WebLinkAbout2004-01-13 - AGENDA REPORTS - RESO SCAQMD MSRC GRANT FUNDS (2)Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: 9&4�� Item to be presented by: Barbara Boswell DATE: January 13, 2004 SUBJECT: RESOLUTION TO APPLY TO THE SCAQMD (SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT) AND THE MSRC (MOBILE SOURCE AIR POLLUTION REDUCTION REVIEW COMMITTEE) FOR MATCHING GRANT FUNDS LOCAL GOVERNMENT MATCH PROGRAM DEPARTMENT: Administrative Services RECOMMENDED ACTION Adopt a resolution, authorizing the City Manager to submit an application to the SCAQMD (South Coast Air Quality Management District) and MSRC (Mobile Source Air Pollution Reduction Review Committee) for funding under the Local Government Match Program. Authorize the City Manager or his designee to enter into agreements with the SCAQMD/MSRC necessary to participate in the Subvention Fund Match Program if selected for funding, subject to City Attorney approval. BACKGROUND Staff continuously seeks grants to help pay for projects, programs, and equipment. In this case, staff seeks $20,000 from the MSRC to help pay for the increased cost of buying a Compressed Natural Grant (CNG) fueled dump truck. The dump truck is a replacement vehicle approved in the FY 2003-2004 budget. A condition of the grant requires a 100% match of AB 2766 funds. AB 2766 funds are available for this purpose, without impacting other projects or programs. The City is a regional leader in the purchase and use of low- and no -emission vehicles. The City's fleet currently has 15 low- and no -emission vehicles. There are CNG filling stations at City Hall and the City Corporation Yard. When the Transit Maintenance Facility opens, it will have a fast -fill CNG station for Transit vehicles and be open to the public 24 hours a day, 7 days a week. Funding for many of these vehicles and filling stations was supported by matching grants from the SCAQMD/MSRC. adopted: 6q -g ALTERNATIVE ACTIONS Not apply for the MSRC Local Government Match program funds. FISCAL IMPACT If the application is successful and the maximum grant is awarded, the City will receive $20,000 toward the purchase of a CNG -fueled dump truck. The grant requires the City to provide an equal match ($20,000) of its AB 2766 subvention funds toward the purchase of the dump truck. ATTACHMENTS Resolution
