SUBJECT: RUBBERIZED ASPHALT CONCRETE GRANT PROGRAM
DEPARTMENT: Building and Engineering
RECOMMENDED ACTION
City Council adopt a resolution authorizing the City's 2004/2005 Rubberized Asphalt Concrete
Grant application, a part of the Annual Overlay and Slurry Seal Programs; and direct staff to
submit the completed grant application to the California Integrated Waste Management Board.
BACKGROUND
The State of California is currently accepting applications to fund a portion of the construction of
capital projects that promote reducing the tire waste going into landfills for disposal and
eliminating the stockpiling of waste tires. The rubberized Asphalt Concrete Grant Program is
administered through the California Integrated Waste Management Board (CIWMB). Projects
will compete for approximately $1,200,000 to fund portions of projects in $50,000.00 maximum
increments throughout the state.
This year's proposed project would resurface numerous streets through the City's Annual Overlay
and Slurry Seal Programs. This project seeks grant funds for Fiscal Year 2004/2005. There is no
local match required for this grant. The grant is a reimbursement of $2.50 per ton of rubberized
asphalt, up to 20,000 tons per project. The grant funds would be paid to the City as a
reimbursement, and the savings would be passed on to the following year's project.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.

FISCAL IMPACT
There is no immediate fiscal impact from subn7iitting the recommended grant application. In the
event that the City is successful in obtaining a Rubberized Asphalt Concrete Grant award, the
amount would be added to the current project in which the City would realize a savings and pass
the additional savings on to the next year's project. Funding for the Annual Overlay and Slurry
Seal Programs has been approved by the City Council.
