BACKGROUND In the December 2002 mid -year budget, City Council authorized staff to begin the process of revising the Master Plan for the Santa Clarita Sports Complex (SCSC) to include the addition of an adjacent 38 -acre parcel. Staff, with the assistance of a landscape architectural and design firm, RJM Design Group, has completed the public participation process for this Master Plan. The public participation and master planning process consisted of three main components. The three components include: (1) evaluation of existing site conditions, (2) community site awareness tour and workshop, and (3) conceptual design development. This process provided for the necessary site evaluations, and the folding together of community input consistent with the City's park development standards. The master planning process for this project began in June of 2003, with the consultant and staff collecting existing technical information and preparing a thorough site analysis. On August 16, 2003, residents attended a site awareness tour and planning workshop facilitated by RIM Design Group. The City's outreach program for this meeting consisted of newspaper advertisements, posting of a sign board on site, and a mass mailing of meeting notices to over 800 residents and community organizations. mm From this workshop, staff worked with the consultant to develop the Master Plan presented with this report. The Master Plan was presented for public review at a second public meeting on November 20, 2003. Meeting announcements were again sent to all residents on the initial mailing list, plus those attending the first meeting workshop, and others who requested to be notified. A total of 76 people attended the two meetings and represented a good cross-section of organized sports and general recreational users. Staff also received several comment letters from those not able to attend the meetings and these comments received consideration as part of the planning process. On January 8, 2004, the SCSC Master Plan was presented to the Parks, Recreation, and Community Services Commission for review, comment, and support. After hearing public testimony regarding the planning process and the resulting Master Plan from community members, the Commission approved the Master Plan. With the approval of the SCSC Master Plan by the City Council, staff is prepared to proceed with preliminary design and engineering necessary to perform grading of the site. City Council approval will also allow staff to secure estimates for design and environmental work for future budget consideration. In the future, upon completion of an environmental analysis in compliance with the California Environmental Quality Act (CEQA), the project will be brought to the Planning Commission and City Council for review and approval of the design and any impacts which may result from the construction and operation of the park facility. A preliminary rough order of magnitude cost estimate places the build -out of the expansion at between $25 and $30 million. ALTERNATIVE ACTIONS Other action as approved by the City Council. FISCAL IMPACT No fiscal impact by this action. Site Features • The site features moderate to steep topography with an elevation change of over 150 `. • Storm drain facilities are located on site and would need to be modified or relocated as part of the project. • Preliminary technical information indicates that the upper portion of the site contains a landslide. Master Plan Features Approximately 30 acres of developed park area with the remaining acreage retained in a natural state with existing trails. The expansion is planned to complement existing park facilities and circulation patterns. Other features to include: • Vehicular access from Reuther Avenue with a loop road providing access to parking and connecting to the existing parking facilities. • Three multi -use sports fields with terraced seating. • Full-size gymnasium • Dog park • Fully accessible play area/totlot • Relocate and expanded skate park • Grass volleyball area. • Basketball/Roller Hockey court. • Bicycle Moto -Cross (BMX) area. • Large passive/natural area and scenic overlook with trails. • Restrooms and picnic shelter facilities throughout • Small amphitheatre/outdoor performance area. • Concession facility. • Concrete walkways and natural trails. • All drainage modifications and utility infrastructure necessary to support the site.
