HomeMy WebLinkAbout2004-07-13 - AGENDA REPORTS - SC WATER WELL LEASE AGMT (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: July 13, 2004 a14 Robert Newman SANTA CLARITA WATER, A DIVISION OF CASTAIC LAKE WATER AGENCY (SCWD), WATER WELL LEASE AGREEMENT Transportation and Engineering Services RECOMMENDED ACTION City Council approve the Lease Agreement with Santa Clarita Water (SCWD) for the water well; authorize the City Manager or designee to execute all documents, subject to City Attorney approval; and increase estimated revenues by $12,000.00 in Account No. 352-4453 for DBAA No. 19 to account for the lease revenue generated by this agreement. BACKGROUND In 1998, Drainage Benefit Assessment Area (DBAA) No. 19 was formed to address and mitigate high ground water levels in the Four Oaks neighborhood in the Canyon Country community. The well listed in this agreement is located on Canyon View Drive (Doherty Avenue) near the terminus of Delight Street and is one of two pump stations in DBAA No. 19 that keeps ground water at manageable levels. The well drains into the nearby Santa Clara River and was last utilized in 1998. SCWD has expressed an interest in leasing an existing water well on City property. SCWD has tested the well and found adequate levels of production to supplement the increased demand, specifically in the summer months. The proposed lease terms are $1,000.00 per month for a minimum of two years. SCWD will be responsible for all maintenance and utility costs associated with the operation of the well. Per DBAA policy, lease revenue will be deposited into the DBAA No. 19 account and can only be used for that specific DBAA. SCWD is conducting water quality testing on the well. If test results indicate unsuitable conditions, as part of the health department requirements and under the terms of the proposed lease, this lease will not be executed. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Per the terms of the Lease Agreement, this action will provide a benefit to DBAA No. 19 in the amount of $1,000.00 per month for two years. Newman Director of Transportation and Engineering Services Re: Your Well off of Calla Way ("Delight Street" Well) Dear Mr. Newman: As we have recently discussed, the Santa Clarita Water Division (SCWD) of Castaic Lake Water Agency would like to lease your well known as the "Delight Street' Well fox two years. We have recently tested the well, and it will produce enough water. to -help with our summer peaking demands. We also could operate the well in the winter to help with your desire to lower the water table in the immediate area - We would rea. We.would use our pump, column, shaft, motor and pump head and store your equipment or deliver it to any location you desire. It appears, however, that your pumps and shaft are inoperable. SCWD would pay all costs of operation, including power. In addition, we would pay the city $1,000 per month for the use of the land. At the completion of the two years, we would return the well to its current condition, or perhaps negotiate a purchase or lease extension if it would mutually benefit the city and SCWD.
