T1002 - AWARD CONTRACT FOR ENGINEERING AND ENVIRONMENTAL DESIGN SERVICES DEPARTMENT: Transportation and Engineering Services RECOMMENDED ACTION City Council authorize the City Manager or designee to execute a Professional Services Agreement between the City and MNS Engineering, Inc. in the amount of $95,000.00 for engineering and environmental design services for the Santa Clara River Commuter Trail (Segment 4 and 5), Project No. T1002, subject to City Attorney approval. BACKGROUND This project will provide the City with a conceptual design and an environmental literature search for the segment of the Santa Clara River Commuter Trail on the north side of the Santa Clara River, from Bouquet Canyon Road to the City -owned River Park site in Canyon Country. This segment of the commuter trail is being funded by the MTA Call for Projects with right-of-way dedication by Newhall Land. Bikeway and other local funds will serve as a match to the MTA Call for Projects funds. The following five firms submitted written proposals to the City: Name Company Name City Kekoa Anderson Tetra Tech, Inc. Pasadena Jeffrey Scott David Evans and Associates Ontario Jeannine Giem PSOMAS Santa Clarita Greg Knudson MNS Engineering, Inc. Santa Barbara Staff evaluated the five proposals in accordance with the requirements in the Request for Proposals and invited all firms to interview with a panel of staff members. From these firms, staff determined that MNS Engineering, Inc. would best fulfill the City's needs for the project. Therefore, staff recommends awarding the contract to MNS Engineering, Inc. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The project is funded by federal grant funds in the amount of $27,000.00, bikeway funds in the amount of $105,320.00, and general funds in the amount of $133,000.00. Sufficient funds have been budgeted for this project in Fiscal Year 2003-2004 in Account Nos. T1002109, T1002452, and T1002001 to cover the cost of the design and environmental documents for the project.
