CITY OF SANTA CLARITA
INTEROFFICE MEMORANDUM
TO: r Ke ar & e bers of the City Council
FROM: renulskamp, City M ager
DATE: June 1, 2004
SUBJECT: SHOP SANTA CLARITA CAMPAIGN
RECOMMENDED ACTION
Council provide direction on the proposed Shop Santa Clarita campaign
BACKGROUND
The 50 square mile City of Santa Clarita is located within the larger Santa Clarita Valley. Although
area residents refer to the various communities (Saugus, Newhall, Valencia, Canyon Country,
Stevenson Ranch, Castaic, Agua Dulce, etc.) as "Santa Clarita," many still do not know where the
City boundaries are actually located.
Various City services and commodities are experiencing sales tax leakage — City residents making
these purchases outside the City limits. In an effort to retain current, strong sales tax revenues and
attract new sales tax revenues, a Shop Santa Clarita campaign is being developed. This six-month
work plan involves boundary information, educating residents about the importance of shopping
within the City limits and demonstrating what the sales tax dollars have accomplished, as well as
targeting shoppers that work here, but live elsewhere.
As a post -Prop 13 City, the City of Santa Clarita is very sales tax dependent. In fact, nearly 40% of
the City's general fund is derived from sales tax. Most residents are unaware that shopping outside
the City's boundaries brings no sales tax revenue to City coffers. Most residents feel pride in their
community and want to support it through their sales tax.
ALTERNATIVE ACTION
Provide further direction on the shop local concept.
FISCAL IMPACT
The estimated cost for the proposed Shop Santa Clarita campaign for July through December 2004 is
$88,500.
