HomeMy WebLinkAbout2004-10-12 - AGENDA REPORTS - TM 53901 FM APPR FINAL MAP (4)Agenda Item: _ 7 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Christopher Price DATE: October 12, 2004 SUBJECT: TRACT MAP NO. 53901 (CREEKSIDE, NORTH VALENCIA H ANNEXATION) - APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION DEPARTMENT: Transportation and Engineering Services RECOMMENDED ACTION 1) City Council approve Tract Map No. 53901 (Creekside, North Valencia H Annexation); 2) Accept on behalf of the public the offers of dedication for public use, the right to restrict direct vehicular ingress and egress to McBean Parkway, the easements for covered storm drain, appurtenant structures, ingress and egress purposes, the easements for sanitary sewers and sanitary sewer ingress and egress purposes, all sanitary sewers and appurtenant structures, the right to prohibit the erection or construction of any buildings or structures within Lots 72 through 83 as private driveway and fire lane or private streets and Lots 84 through 97 designated as open space/recreation, except for recreational facilities and appurtenant structures, and the easements for landscape maintenance purposes; 3) Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division I of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division I of the Government Code; 4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract Map No. 53901, which indicates that all special assessments levied by the City have been paid; and 5) Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 53901, which embodies the approval of said map and the acceptance of the dedications shown thereon. BACKGROUND Tract Map No. 53901 (Creekside, North Valencia fl Annexation) is the last phase of Substantial Conformance Map, Tract Map No. 53901, which was deemed to be in substantial conformance with the principles and standards required by the Unified Development Code and North Valencia R Specific Plan, and approved by the Planning staff on November 17, 2002. This phase, consisting of approximately 10.99 acres, is located west of McBean Parkway, between Copper Ell Drive and the existing Skycrest Development, and is owned by Hidden Creek Village, Limited Liability Company. This map is a subdivision of Lot 2 of Tract Map No. 44831-02 and is creating 98 lots (71 single family residential lots, 1 private street lot, 8 private driveway and fire lane lots, and 18 open space lots). Water lights have been secured for all lots. Trail requirements are being met by the construction of a Class I bike trail along the eastern edge of San Francisquito Creek, an 8 -foot paseo along the project's frontage on Copper Hill Drive, a 10 -foot paseo along the project's frontage, an interior 8 -foot wide paseo through the property linking the development with the 10 -foot wide paseo on McBean Parkway and to the three access points along the river trail, and the dedication of easements to the City. The Quimby requirement has been fully satisfied by the dedication of a 17.6 -acre public park, a 1.6 -acre private park, a 1.5 -acre private park, and other private recreation facilities in accordance with the North Valencia R Development Agreement. Bridge and Thoroughfare fees totaling $776,030.00 (per current Valencia B&T District fees) shall be paid at building permit issuance, as stipulated in the Conditions of Approval. The conditions set by the Planning staff have been met and fees have been paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTIONS Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. Transit Fee: Fees totaling $14,200.00 (per current fees) for 71 single famfly residential units shall be paid at building permit issuance, as stipulated in the Conditions of Approval. Quimby Fee: The Quimby requirement has been fully satisfied by the dedication of a 17.6 -acre public park, 1.6 -acre private park, 1.5 -acre private park, and other private recreation facilities in accordance with the North Valencia H Development Agreement. School Fees: All appropriate school fees will be paid at the time of building permits.
