SUBJECT: TRACT MAP NO. 54210 (CREEKSIDE, NORTH VALENCIA II
ANNEXATION) - APPROVAL OF FINAL MAP AND
ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
1) City Council approve Tract Map No. 54210 (Creekside, North Valencia II Annexation);
2) Accept on behalf of the public the offers of dedication for public use the right to restrict direct
vehicular ingress and egress to Fairview Drive, the easements for covered storm drain,
appurtenant structures, ingress and egress purposes, the easements for sanitary sewers and
sanitary sewer ingress and egress purposes, all sanitary sewers and appurtenant structures;
3) Make findings as follows: (a) that this project is consistent with the provisions of
Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that
this proposed subdivision, together with the provisions for this design and improvement, is
consistent with the General Plan required by Article 5 (commencing with Section 65300) of
Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to
Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government
Code;
4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract
Map No. 54210, which indicates that all special assessments levied by the City have been
paid;
5) Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 54210, which
embodies the approval of said map and the acceptance of the dedications shown thereon; and
6) Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which
provides for the manner in which various improvements described on Tract Map No. 54210,
and pursuant to the conditions for the final approval of said map for which security has been
posted, shall be constructed and completed.
BACKGROUND
Tract Map No. 54210 (Creekside, North Valencia H Annexation) was deemed to be in
substantial conformance with the principles and standards required by the Unified Development
Code and North Valencia H Specific Plan, and approved by Planning staff on May 5, 2003. This
phase, consisting of approximately 10.5 acres, is located west of McBean Parkway, between
Newhall Ranch Road and Fairview Drive, and is owned by the Olson Company, a California
Corporation, Managing Member.
This map is a subdivision of Lots 2 and 3 of Tract Map No. 44831 and is creating four lots (three
condominium lots and one private street lot). The three lots being created will have
162 residential condominium units. Water rights have been secured for all lots. Trail
requirements are being met by the construction of a Class I bike trail along the eastern edge of
San Francisquito Creek, an 8 -foot paseo along the project's frontage on Copper Hill Drive, a
10 -foot paseo along the project's frontage, and interior 8 -foot wide paseos through the property
linking the development with the 10 -foot wide paseo on McBean Parkway and to three access
points along the river trail and the dedication of easements to the City. The Quimby requirement
has been fully satisfied by the dedication of a 17.6 -acre public park, a 1.6 -acre private park, a
1.5 -acre private park on this property, and other private recreation facilities on this property, in
accordance with the North Valencia H Development Agreement. Bridge and Thoroughfare fees
totaling $1,365,984 (per current Valencia B&T District fees) shall be paid at building permit
issuance, as stipulated in the Conditions of Approval.
The conditions set by Planning staff have been met and fees have been paid as indicated on the
attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is
ready for City Council approval and acceptance of the dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheet for details):
Bridge and Thoroughfare Fees (Valencia District): $1,365,984.00
Transit Mitigation Fee: $32,400.00

162 residential condominium units shall be paid at building permit
issuance, in conformance with the Development Agreement.
Transit Fee: Fees totaling $32,400 (per current fees) for 162 residential condominium
units shall be paid at building permit issuance, as stipulated in the
Conditions of Approval.
Quimby Fee: The Quimby requirement has been fully satisfied by the dedication of a
17.6 -acre public park, 1.6 -acre private park, 1.5 -acre private park on this
property, and other private recreation facilities on this property, in
accordance with the North Valencia II Development Agreement.
School Fees: All appropriate school fees will be paid at the time of building permits.
