HomeMy WebLinkAbout2004-02-10 - AGENDA REPORTS - TMF LABOR COMPLIANCE PGM CONTR (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: -4-- CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: February 10, 2004 I d-4 3f Curtis Nay TRANSIT MAINTENANCE FACILITY, PROJECT NO F0003 AWARD LABOR COMPLIANCE PROGRAM ADMINISTRATION CONTRACT Transportation and Engineering Services RECOMMENDED ACTION City Council award the Labor Compliance Program administration contract for the Transit Maintenance Facility, Project No. F0003, to Padilla & Associates in an amount not to exceed $117,144.00; authorize the appropriation of the Mobile Source Air Pollution Reduction Review Committee (MSRC) Grant for the Public Compressed Natural Gas (CNG) Fueling Station in the amount of $843,115.03 to Account No. F0003453-8001; and authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND On October 28, 2003, the City Council approved Resolution No. 03-131, authorizing the institution of a Labor Compliance Program for the City of Santa Clarita. In accordance with this program, on March 29, 2003, the City issued a Request for Qualifications for administrative services for the Labor Compliance Program (LCP) and Disadvantaged Business Enterprise (DBE) Program. Five proposals were submitted to the City on November 26, 2003 from the following firms: Company Golden State Labor Compliance The Solis Group Kim Flynn Labor Compliance O'Haver & Associates Padilla & Associates Location Palmdale, CA San Francisco, CA Lake Havasu, AZ Norco, CA Brea, CA r+ite't`'u LrR111 The LCP administrators will facilitate and monitor all the necessary elements of the LCP adopted by the City Council, including the enforcement of the federal and state labor rates, reviewing the certified payrolls, and conducting contractor employee interviews during construction. They will also assist the City in monitoring the state and federal DBE regulations, including Davis Bacon and related acts. In addition, the LCP administrators are to attend a pre -construction meeting, and assist the City in establishing the City's overall annual DBE and contract -specific DBE goals. An evaluation panel was formed, consisting of three Capital Improvement Project staff members and one Finance staff member. The panel evaluated proposals and interviewed all proposers. The City ranked the proposers based solely upon their technical qualifications and understanding of the City's needs prior to any discussions concerning proposed costs. All proposers were qualified by the evaluation panel. Based on technical qualifications and methodology proposed for the project, the evaluation panel is recommending the team of Padilla & Associates for the Santa Clarita Transit Maintenance Facility, Project No. F0003. The City will be executing an open agreement with Padilla & Associates to allow them to administer the Labor Compliance Program for other City projects on a work order basis. In November 2002, the City Council adopted Resolution No. 02-164, authorizing staff to apply for Mobile Source Air Pollution Reduction Review Committee (MSRC) matching grant funds. The matching grant is to help fund the construction of a CNG fueling station for the use of the public, to be constructed along with the TMF project. Resolution No. 02-164 also authorized the City Manager to execute necessary agreements to implement the use of the grant funds. In July 2003, the City was awarded a $843,115.00 matching grant and the contract was fully executed in December 2003. At this time, staff is requesting the $843,115.00 grant be appropriated into the 2003-2004 CIP budget for the Transit Maintenance Facility project. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The proposed Transit Maintenance Facility (TMF) is a federally funded transit project, with 80 percent of the total project cost funded by Federal Transit Administration (FTA) grants, and 20 percent of the project cost to be funded by local match contributions. The services for the LCP administration is part of the project's construction phase budget. No additional funding is required. The MSRC grant has eligible matching local funds, which have been previously committed to the project's budget, and subsequently, no additional matching funds are required.
