City Council accept Office of Traffic Safety's DUI and Traffic Offender Grant in the amount of $311,000. 2. Increase estimated revenues in OTS Grant Account Number 453-5173 by $130,881 for Fiscal Year 2004-05. 3. Appropriate $130,881 in Account Number 7448 per Attachment A. 4. Authorize City Manager, or designee, to execute any contract documents, change orders, or amendments arising out of this program, subject to City Attorney approval. BACKGROUND The City of Santa Clarita and the Santa Clarita Valley Sheriff's Station have been awarded, through a competitive process, a two-year grant from the State of California Office of Traffic Safety (OTS) in the amount of $311,000. This funding provides local agencies with opportunities to address traffic safety and implement innovative alcohol countermeasure strategies. Through this program, the City and the Sheriffs Station will address the issue of alcohol - involved fatal and injury collisions, with a focus on enforcement and education. The main goals of the program are to reduce DLJI collisions, increase DUI arrests, establish a DUI warrant service patrol, hot sheet, and court sting operations. It will also allow for the promotion of safe teen driving through STTOP, Every 15 Minutes, and the Blue Ribbon Youth Memorial project. The grant will mainly fund overtime enforcement operations (including 24 DUI checkpoints and 24 saturation patrols). In addition, it will also fund travel and training, marketing and outreach, and the purchase of breath alcohol testing devices. ALTERNATIVE ACTIONS t. Decline OTS DUI and Traffic Offender Program. 2. Other direction as determined by City Council. FISCALIMPACT The total cost of this program is $311,000 for two years, to be offset completely by grant funds.
