INTENTION TO VACATE BAYWOOD LANE BETWEEN
BROOKINGS COURT AND NEWHALL RANCH ROAD
Transportation and Engineering Services
RECOMMENDED ACTION
City Council adopt a resolution declaring its intention to order the vacation of Baywood Lane
between Brookings Court and Newhall Ranch Road; set May 25, 2004 as the date of the public
hearing; and direct the City Clerk to publish and post notices as required by Part 3 of Division 9
of the Streets and Highways Code.
BACKGROUND
On February 11, 2003, the public hearing for Master Case No. 01-176, the Harborwoods project,
was held. A condition to vacate a portion of Baywood Lane between Brookings Court and
Newhall Ranch Road was placed on the project at the public hearing. This condition was to
address traffic issues due to the proposed development. The residents in the surrounding
community support this street vacation along with other traffic calming improvements that will
be constructed as part of the Harborwoods project. Newhall Land will be responsible for the
following improvements relating to this street vacation: construction of a "knuckle" at the end
of Baywood Lane, removal and construction of the improvements in the vacated area, fee
ownership of the eastern portion being conveyed to the City, and trail, landscaping, and drainage
improvements.
Easements will be reserved for the utilities that will remain in the vacated area.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
Adopted: iReaa--au-,9
FISCAL IMPACT
Half of the vacated area will be maintained by the Parks Division, with the remaining
13,283 square feet being annexed into the existing Areawide Tl Landscape Maintenance District,
Newhall Land will be responsible for funding the initial planting and has already paid the City
$20,000.00 up front for establishment maintenance costs. The ongoing maintenance is estimated
to cost less than $5,000.00 per year, to be paid out of the existing Landscape Maintenance
District.
