ADOPT AN ORDINANCE ENTITLED THE VALENCIA
NORTHPARK ANNEXATION AREA PREZONE, LOCATED IN
THE UNINCORPORATED AREA OF THE COUNTY OF LOS
ANGELES, ADJACENT TO THE CITY OF SANTA CLARITA
INCORPORATED AREA TO THE SOUTH, WEST, AND EAST,
NORTH OF COPPERHILL DRIVE, EAST, AND WEST OF
MCBEAN PARKWAY, SOUTH OF SAN FRANCISQUITO ROAD.

City Council approve second reading of Ordinance that approves Prezone of the Northpark
Annexation area.
BACKGROUND
A resident -initiated annexation of the Valencia Northpark area began in October, 1999, and by
September, 2002, approximately 60% of property owners in the area signed petitions and sent
ballots to the City in favor of annexation.
On February 24, 2004, the City Council adopted Resolution, approving a request consisting of a
land use designation change of the annexation area, including amending the City's General Plan
from RL (Residential Low), RE (Residential Estate), RS (Residential Suburban), to OS (Open
Space), CC (Community Commercial), RS (Residential Suburban), RM (Residential Medium)
and RMH (Residential Medium High) and authorizing staff to submit an annexation application
to the Local Agency Formation Commission (LAFCO).
In addition, the City Council introduced an ordinance and passed it to a second reading for
tonight's meeting. The ordinance consists of prezoning the project site, consisting of 501 acres

developed with approximately 2,000 single family homes, a church, a public park, a public
school and a 15 -acre commercial center approved and developed under Los Angeles County's
zoning of R-1-5,000 (residential, 5, 000 square foot minimum lot size), to the City's RS
(Residential Suburban), RM (Residential Medium), and RMH (Residential Medium High), the
commercial development CC (Community Commercial), and Cheseboro County Park OS (Open
Space) land use designations.
ALTERNATIVE ACTIONS
The council may wish to not approve the prezone designations for the Northpark area and not
continue the annexation.
Other direction provided by Council.
FISCAL IMPACT
The proposed action is a Prezone only. No fiscal impact is anticipated with the change in land
use designation. A fiscal impact analysis for the entire North Valencia II Annexation was
prepared in Fiscal Year 1998-1999, and referenced at the first reading of this ordinance.
Following the March 23, 2004 Council discussion of this item, a new fiscal impact analysis was
prepared for the specific Valencia Northpark Annexation by the Administrative Services
Department utilizing current Fiscal Year 2003-04 budget information and updated sales tax
revenue data from the existing commercial center within the Northpark area. By incorporating
this updated information into the City's Annexation Fiscal Analysis Model, the new model
demonstrates that this annexation will be fiscally positive. Specifically, this analysis
demonstrates that revenues derived from the Northpark Annexation will exceed expenditures by
approximately $18,000 annually.
The Northpark Annexation was originally analyzed with the North Valencia U Annexation.
When analyzed as part of the North Valencia H Annexation, as occurred in 1998, the two
annexations combined were fiscally neutral. The two annexations occurred separately because
construction of the Northpark area was occurring under Los Angeles County development
standards. The North Valencia lI annexation was completed in 1998 so development of the area
could begin under City of Santa Clarita development standards.
