HomeMy WebLinkAbout2004-01-13 - AGENDA REPORTS - WHITES CANYON BEAUTIFICATION (2)Agenda Item:_ I I— CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Kevin Tonoian DATE: January 13, 2004 SUBJECT: WHITES CANYON MEDIAN BEAUTIFICATION FORMAL BALLOT ELECTION DEPARTMENT: Administrative Services RECOMMENDED ACTION City Council initiate a mailed ballot election for all parcel owners to determine if residents would support the creation of a maintenance district, and set a public hearing for March 9, 2004. BACKGROUND The proposed Whites Canyon Median Beautification Project represents an opportunity to construct landscaped medians along Whites Canyon Road. The median beautification project would take place on Whites Canyon Road between Stillmore and Nadal, and between Wildwind and Ashboro, similar to the existing Landscape Maintenance District medians installed along Whites Canyon Road from Nadal to Wildwind. The proposed improvements, estimated to cost approximately $1.0 million, will visually enhance the entire corridor north from Stillmore to where Whites Canyon Road terminates into Plum Canyon and the unincorporated portion of Los Angeles County. There will be no direct cost to local property owners for the actual construction of these landscaped medians, as the City will incur the costs of construction. It is the City's intention to ask property owners along Whites Canyon Road to consider assuming the annual maintenance costs associated with the proposed landscape improvements. Based upon project design information, the maximum annual cost per property owner to maintain these proposed landscape improvements has been calculated to be $21.60 per household annually. Additionally, it is important to note that this proposed Landscape Maintenance District includes an Annual CPI Adjuster to account for potential future increased costs associated with inflation. As part of the public participation process to receive feedback from the Canyon Country community, written information and a survey ballot regarding the proposed project were sent to parcel owners within the proposed Landscape Maintenance District boundary. To date, approximately 600 (25%) of the preliminary survey ballots have been received, and the results are as follows: 53% opposed, 47% in favor. Additionally, on October 23, 2003, City staff facilitated a community meeting attended by more then 80 residents to discuss this proposed project at the Sierra Vista Boys & Girls Club. Finally, as agreed to at the October 23 community meeting, City staff recently mailed follow-up information to all affected property owners that included an overview of the questions raised at the October Community Meeting and that informed residents that the City Council would be considering the initiation of a mailed ballot at their regular meeting of January 13, 2004. ALTERNATIVE ACTIONS 1. Council direct staff not to proceed with a mail ballot election. 2. Other action as determined by the City Council. FISCAL IMPACT If approved, the City would incur approximately $1.0 million for the construction of this proposed median landscape beautification. As part of the Fiscal Year 2003/04 budget process, the City Council has previously appropriated $770,000 in support of this project. In the event that a majority of the affected parcel within the proposed Landscape District votes to approved the formation of a Maintenance District, City staff will return to the City Council during the Fiscal Year 2004/05 budget process to request additional project funding. In the event that a majority of the affected parcel owners approved the formation of this landscape maintenance district, sufficient ongoing revenues will be available to fund the ongoing annual costs associated with maintaining proposed landscape improvements within the boundary of the Landscape Maintenance District.
