Item 1 OAK TREE ORDINANCE AND PRESERVATION GUIDELINES
OVERVIEW - Ken Pulskamp, City Manager, introduced the item, and
Chris Daste, Director of Field Services, gave a brief description. David
Peterson, Management Analyst, and William Wittkopf, Facilities
Manager, gave an overview of current permitting process including
exemptions.
Call To Order:
Public comment regarding the Oak Tree Ordinance was made by Cynthia
Harris; Ruthann Levison; Wayne Crawford; Dennis Neice; Renee
Dannull; Mike Levison; Gary Baker; Leslie Christainsen; Jill Bencher;
and Jeff Spear.
Council / Commission questions, concerns and comments included:
protecting residents that want to maintain their Oaks, but also protecting
the Oaks so that someone could not just clear them away; separating
residential from larger developments; the need to educate and encourage
people; possibly holding a workshop each year regarding pruning; lot
splitting should fall under development and not residential; making sure
safety issues are covered; and lowering cost.
Ken Pulskamp, City Manager, stated that staff will get additional public
input, take to Planning Commission and then bring to Council.
Mayor Kellar adjourned the meeting at 6:53 p.m.

Roll Call - Council/RDA: All Council/Agency members were present with the exception of
Council/Agency member Smyth.
Public comment included John Lukes representing the Bicycle
Coalition regarding the Bike Master Plan; Ruthann Levison regarding
funding for trail on Sand Canyon; Gary Baker regarding swales,
easement for trail; and Allan Cameron regarding the Shop Local
campaign.
Item 1 PROPOSED FISCAL YEAR 2004-2005 ANNUAL BUDGET -
DEPARTMENT OVERVIEW - Ken Pulskamp, City Manager,
presented the item providing 2004-2005 budget for each department.
Council / Commission questions, concerns and comments included:
concerns that business be brought to Santa Clarita; request that a
thorough report be done on the Affinity Card Program; Cross Valley
Connector frustrations; having school districts pay for a portion for
deputies rather than pulling City Sheriff Deputies for unincorporated
areas; and recognizing the work put forth on the budget.
Mayor Kellar adjourned the meeting at 7:05 p.m.
