ITEM 1 DOWNTOWN NEWHALL SPECIFIC PLAN — STATUS
REPORT— Ken Pulskamp, City Manager, introduced the item
and Stefanos Polyzoides of Moule and Polyzoides who updated
Council and the Planning Commission on the specific tasks
completed on the project, and the next steps to be accomplished.
Mr. Polyzoides also introduced the consultants working on the
project.
Council / Planning Commission questions, concerns and comments
included: Finding the right balance of retail; ensuring that "mom
and pop" businesses remain while attracting the types of retail that
might be found in large areas; providing public/private
partnerships; determining what type of area it will be; concerns
regarding tenant mix; putting in appropriate guidelines and codes;
courtyard housing; not wanting to create a property value that
current business owners will not be able to afford; absentee
property owners; and the accomplishments to date in the Newhall
area.
Public comment on this item was made by Duane Harte and Berta
Gonzales Harper.
Mayor Kellar recessed the meeting at 6:55 and reconvened at 7:05
p.m.
The Planning Commission did not return due to their regularly
scheduled meeting.
ITEM 2 ANTI -GANG LOITERING ORDINANCE - Ken Pulskamp,
City Manager introduced the item and Toi Chisom, Management
Analyst along with L.A. County Sheriff's Department Captain
Patti Minutello, who presented the item outlining the significance
of the ordinance to the City of Santa Clarita. Joe Montes, Assistant
City Attorney also commented on the ordinance.
Council questions, concerns and comments included: Addressing
those individuals not in a gang but behaving as such; revisiting the
parental control ordinance to address non -gang members; and
giving law enforcement the tools needed.
Public comment on this item was made by Allan Cameron; Berta
Gonzales Harper; and an unidentified man.
Staff was directed to bring ordinance to Council meeting for
adoption.
Mayor Kellar adjourned the meeting at 7:37 p.m.
