HomeMy WebLinkAbout2004-02-03 - MINUTES - STUDY SESSION NOTES (2)City Council Special Joint Study Session With Planning Commission and Parks, Recreation and Community Services Commission February 3, 2004 Call To Order: 5:30 p.m. Roll Call - Council: All Councilmembers were present Roll Call - Planning Commission: Berger, Trautman, Burkhart, Ostrom, Roll Call - Parks, Recreation & Community Services Commission: Hauser, Ender, Nelson, Redd, with absent. Flag Salute: Led by Commissioner Karin Nelson Winsman Commissioner Longshore ITEM 1 FISCAL YEAR 2004-2005 BUDGET — Ken Pulskamp, City Manager, introduced the Budget Committee members and provided a powerpoint presentation to review Santa Clarita's revenue health including the state budget health, 5 -year financial projections, major projects/initiatives, introducing the 2004/05 budget message, reviewing budget guidelines, and giving budget calendar highlights. Council / Commission questions, concerns and comments included: any funds available to assist if the County cuts funds to libraries and parks; how operating reserves are accumulated and used; information on the proposed new financial system; how to prevent a deficit in the 5 -year projections; the City's efforts to boost economic development; being proactive with the Parks, Recreation and Community Services Commission's priority list; reinforcing the shop local program within the City limits. ITEM 2 SANTA CLARA RIVER PROJECT WITH THE ARMY CORPS OF ENGINEERS - Chris Daste , Director of Field Services, introduced David Peterson, Management Analyst, and Brian Whelan, Senior Water Resource Planner with the Army Corps of Engineers (ACE). Mr. Peterson reviewed the timeline with respect to the proposed project, outlined the reconnaissance, feasibility and implementation phases. Council / Commission questions, concerns and comments included: needing partners to assist with the project; seeing the river as a resource currently but wanting to make it a community asset; preserving the wildlife corridor; pursuing any available grants and seeking out private foundations; needing to be careful that any alternatives considered would be acceptable to the ACE. Public comment included Berta Gonzalez -Harper regarding the lack of economic development in Canyon Country and seeing this as a possibility to address that issue; and Allan Cameron regarding the revenue/loss projections in the budget and encouraging additional promotion of the City's shop local program, and suggesting that a 3rd treatment plant be considered upriver in Canyon Country.
