HomeMy WebLinkAbout2004-10-05 - MINUTES - STUDY SESSION NOTES (2)City Council Study Session October 5, 2004 CALL TO ORDER 5:30 p.m. ROLL CALL All Councilmembers were present with the exception of Mayor Pro Tem Smyth. FLAG SALUTE Councilmember McLean led the flag salute. Council consensus to hear Item 2 first. ITEM 2 ELECTION CONSOLIDATION — Ken Pulskamp, City Manager, introduced the item and Darren Hernandez, Director of Administrative Services, who gave the presentation outlining options for possible election consolidation with other jurisdictions. Sharon Dawson, City Clerk, was also on hand to answer any questions of the Council. Council questions, concerns and comments included: move of primary election to June; would consolidating produce a higher voter turnout; wanting citizens to focus on Council without getting confused with other elections; new voting systems eradicating some of the current issues; how would it affect school boards; City's boundary being different from other agencies. Suzan Solomon, Newhall School District Trustee, commented that the consolidated election may be overshadowed by Council, but may help citizens to see the difference between the other agencies. PUBLIC PARTICIPATION — There was none. ITEM 1 SOUTH COAST WILDLANDS PROJECT PRESENTATION — Councilmember McLean introduced Kristeen Penrod of The South Coast Wildlands Project who gave a short presentation outlining the purpose of the project stating that it is a non-profit public benefit corporation formed in 2001 whose primary objective is to develop regional science -based conservation area designs to protect and restore the full range of species and ecosystems native to the South Coast Ecoregion. Council questions, concerns and comments included: wanting to maintain greenbelt; information given being invaluable when seeking grants; protecting TMC site; threats to the connectivity; opportunity for planners to engage in challenge of connecting open space. PUBLIC PARTICIPATION — There was none. ADJOURNMENT —Mayor Kellar adjourned the meeting 6:08 P.M. usan Coffman, Deputy City Clerk
