AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, TO APPROVE PREZONE NO. 04-001
(MASTER CASE 04-008) FOR THE VALENCIA NORTHPARK ANNEXATION AREA
LOCATED NORTH OF DECORO DRIVE AND EAST AND WEST OF
MCBEAN PARKWAY OUTSIDE OF AND ADJACENT TO
THE CITY OF SANTA CLARITA CITY LIMITS
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, DOES
HEREBY ORDAIN AS FOLLOWS:
SECTION 1: FINDINGS OF FACT. The City Council does hereby make the following
findings of fact:
a. Beginning in 1999, through 2002, a petition drive of property owners in the area
known as Valencia Northpark submitted petitions and ballots indicating a majority of
property owners in the area (approximately 60%) are in favor of annexation in to the
City of Santa Clarita. Because a majority of property owners in the area are in favor
of annexation, the City of Santa Clarita began annexation proceeding, which include
requests to amend the City's General Plan Land Use Map (GPA 04-001) and Prezone
(04-001) to redesignate the project area suitable designations that would be activated
upon annexation. These designations are OS (Open Space), RS (Residential
Suburban), RM (Residential Moderate) and RMH (Residential Medium High). On
March 20, 2002, the petitions and ballots were accepted as a valid petition to annex
by City staff, and a logical boundary of the proposed annexation area was developed.
b. Such prezoning would become effective upon annexation and designated upon the
Zoning Map incorporated within and part of Title 17 of the City's Unified
Development Code.
c. The Planning Commission held duly noticed public hearings on the Valencia
Northpark Annexation area land use designation changes, including the Prezone
04-001 on February 3, 2004. On February 3, 2004 the Commission voted 5 - 0 to
recommend that the City Council approve Prezone 04-001 for the Valencia Northpark
Annexation Area. Notice of said public hearings was given in the manner required by
the Santa Clarita Municipal Code and State law.
d. The City Council held a duly noticed public hearing on this issue commencing on
March 23, 2004 at 6:00 p.m. at City Hall, 23920 Valencia Boulevard, Santa Clarita.
SECTION 2. Based upon the testimony and other evidence received at the hearing, and
upon the study and investigation made by the Planning Commission and on its behalf, the City
Council further finds as follows:
a. The purpose of the proposal is to prezone the project site from Los Angeles County
Residential Planned Development to City of Santa Clarita OS (Open Space), RS

(Residential Suburban), RMH (Residential Medium High), RM (Residential Medium)
upon adoption of proposed General Plan Amendment No. 04-001, and the Negative
Declaration prepared for the project, approved under separate resolution.
b. That the prezone has been reviewed for consistency with the City's proposed General
Plan Amendment No. 04-001.
c. Public participation and notification requirements pursuant to Sections 65090 and
65391 of the Government Code of the State of California were duly followed.
d. The Negative Declaration prepared for this project was approved by separate
resolution by the City Council on February 12, 2002.
SECTION 3. FINDINGS FOR PREZONE. Based upon the foregoing facts and
findings, the City Council hereby finds as follows:
a. That a need for the prezone of OS (Open Space), RS (Residential Suburban), RMH
(Residential Medium High), RM (Residential Medium) does exist within the area of
the project site so the site can be annexed in to the City of Santa Clarita and so the
site's zoning designations would be consistent with the existing development in the
annexation area and the adjacent residential neighborhoods.
b. That the subject property is a proper location for the proposed zoning designations,
because the site has been developed in compliance with the development standards
for the zones and is adjacent to areas with the same zoning designation and similar
type of development.
c. That public necessity, convenience, general welfare and good planning practice
justifies the prezone classifications proposed because the development will be
consistent with the surrounding development and consistent with the City's
development standards.
d. That the proposed prezoning designations are consistent with existing land uses in the
area and would not result in a substantive change to the existing zoning of the project
site, as the area and the adjacent developed area is developed in compliance with the
proposed zones development standards.
e. That the project site consists of approximately 501 acres of land, contiguous to the
corporate limits of the City of Santa Clarita. The project area contains 1,563 parcels
of land with 1,320 property owners.
SECTION 4 The City Council approves the request to prezone the Northpark
Annexation area to the City of Santa Clarita zones RS, as shown on Exhibit A attached.
SECTION 5. The City Clerk shall certify to the passage of this Ordinance and shall
cause the same to be published as required by law.
