A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, ADOPTING THE NEGATIVE DECLARATION
PREPARED FOR THE PROJECT AND APPROVING MASTER CASE 04-008,
GENERAL PLAN AMENDMENT 04-001, TO ALLOW FOR THE LAND USE
DESIGNATION CHANGE OF THE CITY'S GENERAL PLAN LAND USE ELEMENT
AND LAND USE MAP FOR THE VALENCIA NORTHPARK ANNEXATION AREA
LOCATED NORTH OF DECORO DRIVE AND EAST AND WEST OF
MCBEAN PARKWAY ADJACENT TO CITY OF
SANTA CLARITA BOUNDARIES.
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The City Council does herety make the following findings of fact:
a. Beginning in 1999, through 2002, a petition drive of property owners in the area
known as Valencia Northpark submitted petitions and ballots indicating a
majority of property owners in the area (approximately 60%) are in favor of
annexation in to the City of Santa Clarita. Because a majority of property owners
in the area are in favor of annexation, the City of Santa Clarita began annexation
proceeding, which include requests to amend the City's General Plan Land Use
Map (GPA 04-001) and Prezone (PRZ04-001) to redesignate the project area
suitable designations that would be activated upon annexation.
b. The site is located adjacent to the eastern boundary line of the City of Santa
Clarita and located east of North Valencia 2 Area, north of Decoro Drive.
C. The land use to the west consists of North Valencia 2 Area with vacant and
residential uses within the City of Santa Clarita. The land to the north is vacant,
and to the east is the City of Santa Clarita incorporated area with residences.
South of the Valencia Northpark Annexation area is Decoro Drive and North
Valencia 2 area.
d. The City of Santa Clarita Development Review Committee met and reviewed the
proposed land use designation change.
e. No development is proposed with this land use designation change.
f. The Planning Commission held a duly noticed public hearing on this issue on
February 3, 2004. This public hearing was held at 7:00 p.m. at City Hall,
23920 Valencia Boulevard, Santa Clarita. At the hearing, the Planning
Commission considered staff and consultant presentations, staff reports, applicant
presentations, public testimony on the proposal, and the Negative Declaration
Resolution No. 04-33

prepared for the project. The Planning Commission recommended approval of
the Negative Declaration prepared for the project, the General Plan Amendment,
and prezone (adopted by separate ordinance).
g. Public participation and notification requirements pursuant to Sections 65090,
65391, and 65854 of the Government Code of the State of California were duly
followed.
h. The City Council held a duly noticed public hearing on the entitlements, including
and Prezone 04-001 (adopted by separate ordinance) on March 23, 2004. The
public hearing on the project was held at 6:00 p.m., at the City Council Chambers,
23920 Valencia Boulevard, Santa Clarita. The City Council public hearing was
advertised in the Signal on January 14, 2004, by direct first-class mail to property
owners of the project area and posting in the local paper.
SECTION 2. CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS.
Based upon the testimony and other evidence received, the City Council further finds as follows:
a. A Negative Declaration has been prepared for this project and circulated in
compliance with the California Environmental Quality Act and adopted as
certified as required by that Act.
b. Said study found that no adverse impact to the existing and future environmental
resources of the area would result from the proposed land use change.
C. The Initial Study has been circulated for review and comment by affected
governmental agencies and the public, and all comments received, if any, have
been considered. The public review period was from January 14, 2004 to
February 3, 2004.
d. The proposed project would not have a significant adverse effect on the
environment and a proposed Negative Declaration was posted and advertised on
January 14, 2004, in accordance with the California Environmental Quality Act
(CEQA).
e. The Negative Declaration reflects the independent judgment of the City of Santa
Clarita.
f. The City Council, based upon the finding set forth above, hereby finds the
Negative Declaration for this project to has been prepared in compliance with
CEQA.
SECTION 3. GENERAL PLAN FINDINGS. Based upon the foregoing, the City
Council does hereby approve the General Plan Amendment and the General Plan Land Use Map
is hereby amended to designate the Valencia Northpark Annexation Area from City RL
(Residential Low), CC (Community Commercial), and RE (Residential Estate) designations to

the City of Santa Clarita OS (Open Space), RS (Residential Suburban), RMH (Residential
Medium High), RM (Residential Medium).
a. In order for the City's General Plan and Zoning designations for the site to remain
consistent, and the existing public, residential and commercial uses of the site to
be consistent with the development standards in the proposed General Plan
designations, the proposal includes amending the General Plan and to change the
zone of the project site from City of Santa Clarita RL (Residential Low), CC
(Community Commercial), and RE (Residential Estate) designations to the City
of Santa Clarita OS (Open Space), RS (Residential Suburban), RMH (Residential
Medium High), RM (Residential Medium) designations.
b. That a General Plan Amendment to the Land Use Element is necessary to change
the land use designation for the existing public, residential, and commercial uses
on-site, to be consistent with the Prezone proposed for the area, approved by
separate resolution.
SECTION 4. The City Council hereby approves Master Case 04-001 which includes
General Plan Amendment 04-001 (herein included as Exhibit A) to amend the General Plan
Land Use Element for the Valencia Northpark Annexation Area from City of Santa Clarita RL
(Residential Low), CC (Community Commercial), and RE (Residential Estate) designations to
the City of Santa Clarita OS (Open Space), RS (Residential Suburban), RMH (Residential
Medium High), RM (Residential Medium), and adopts the Negative Declaration prepared for the
project (Prezone 04-001 is adopted by separate ordinance).
SECTION 5. The City Clerk shall certify to the adoption of this Resolution and certify
this record to be a full, complete, and correct copy of the action taken.
