A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, APPROVING MASTER CASE NO. 03-437
(GENERAL PLAN AMENDMENT 03-004) TO MODIFY THE CIRCULATION ELEMENT
OF THE CITY'S GENERAL PLAN TO DESIGNATE SAND CANYON ROAD BETWEEN
LOST AND PLACERITA CANYON ROADS AS A LIMITED SECONDARY HIGHWAY
AND ADOPTION OF THE NEGATIVE DECLARATION IN
THE CITY OF SANTA CLARITA
WHEREAS, The City Council adopted the General Plan for the City of Santa Clarita on
June 21, 2004 which is comprised of twelve elements including one for circulation; and
WHEREAS, Sand Canyon Road is identified as a Major Highway in the Circulation
Element.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve
as follows:
SECTION 1. FINDINGS OF FACT. The City Council does hereby make the following
findings of fact:
a. On October 17, 2003, an entitlement application was filed by the City of Santa
Clarita (the "applicant") with the Planning & Building Services Department
which included the following request: an amendment to the General Plan
Circulation Element to redesignate Sand Canyon Road between Lost and Placerita
Canyon Roads as a Limited Secondary Highway; and
b. The application was deemed complete on October 17, 2003; and
C. The site is located in the Sand Canyon area in the City of Santa Clarita; and
d. The General Plan presently designates Sand Canyon Road between Soledad
Canyon Road and Placerita Canyon Road as a Major Highway and Sand Canyon
Road south of Lost Canyon Road as a Limited Secondary Highway; and
e. The surrounding land uses along Sand Canyon Road consist of primarily single-
family residences with three churches and railroad tracks; and
f. This project was reviewed pursuant to the provisions of the California
Environmental Quality Act (CEQA). The City of Santa Clarita prepared an Initial
Study for the project which determined that the proposed project will have a less
than significant impact to the environment; and

g. The Planning Commission held a duly noticed public hearing on this issue
commencing on April 6, 2004 at 7:00 p.m. at City Hall, 23920 Valencia
Boulevard, Santa Clarita; and
h. The project was duly noticed in accordance with the noticing requirements for a
general plan amendment on June 21, 2004; and
i. The City Council held a duly noticed Public Hearing on this issue commencing on
July 13, 2004 at 6:00 p.m. at City Hall Valencia Boulevard, Santa Clarita; and
j. At the hearing described above, the City Council considered staff presentations.
staff reports, applicant presentations, public testimony on the proposal, and the
Negative Declaration prepared for the project.
SECTION 2. CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS.
Based upon the foregoing facts and findings, the City Council hereby find as follows:
a. An Initial Study and a Negative Declaration for this project have been prepared in
compliance with the California Environmental Quality Act (CEQA); and
b. The Initial Study has been circulated for review and comment by affected
governmental agencies and the public, and all comments received, if any, have
been considered. The Negative Declaration was posted and advertised on
March 16, 2004, in accordance with CEQA. The public review period was open
from March 16, 2004 through April 6, 2004; and
C. There is no substantial evidence that the project will have a significant effect on
the environment. The Negative Declaration reflects the independent judgment of
the City of Santa Clarita; and
d. The location of the documents and other material which constitutes the record of
proceedings upon which the decision of the City Council is the Master
Case 03-437 project file within the Planning and Building Services Department
and is in the custody of the Director of Planning and Building Services; and
e. The City Council, based upon the findings set forth above, hereby finds that the
Negative Declaration for this project has been prepared in compliance with
CEQA.
SECTION 3. GENERAL PLAN FINDINGS Based upon the foregoing facts and
findings, the City Council hereby finds as follows:
a. The proposed General Plan Amendment is consistent with the objectives of this
Development Code, the General Plan, and development policies of the City and
forward a recommendation of approval to amend the General Plan Circulation
Element to show Sand Canyon Road between Lost and Placerita Canyon Roads as
a Limited Secondary Highway.

SECTION 4. Based upon the testimony and other evidence, if any, received at the
public hearing, and upon studies and investigations made by the City Council and on its behalf,
the Council further finds and determines that this proposal is consistent with the City's General
Plan, as amended.
SECTION 5. The City Council hereby approves the following entitlement requested
under Master Case 03-437; General Plan Amendment 03-004 as referenced herein as a
modification to the Circulation Element of the City of Santa Clarita General Plan to remove Sand
Canyon Road between Lost Canyon Road and Placenta Canyon Road from the list of Major
Highways and designate it as a Limited Secondary Highway and Sand Canyon Road from Lost
Canyon Road to Soledad Canyon Road will remain as a Major Highway and the associated
Negative Declaration.
SECTION 6. The City Clerk shall certify the adoption of this Resolution.
