HomeMy WebLinkAbout2004-11-09 - RESOLUTIONS - HEALTHY CITY INITIATIVE (2)RESOLUTION NO. 04-131 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, IN SUPPORT OF A HEALTHY CITY INITIATIVE WHEREAS, the United States Surgeon General has declared obesity a national epidemic and appealed for a call to action to prevent and decrease overweight and obesity; and WHEREAS, the City of Santa Clarita has a strong interest and moral responsibility in providing an all-encompassing environment that is conducive to the health of its citizens; and WHEREAS, the City of Santa Clarita offers a wide variety of recreational opportunities and encourages all residents to involve themselves in physical activity; and WHEREAS, the Center for Disease Control and Prevention has declared that obesity is the fastest growing health threat in the United States, with obesity nearing tobacco as the number one health threat; and WHEREAS, according to the 2002 Los Angeles County Health Survey, 55 percent of Los Angeles County's adult population are overweight or obese; and WHEREAS, the California Department of Education reported in 2002 that approximately 40 percent of 5`h, 7`", and 9t' graders in Los Angeles County are overweight or at -risk of becoming overweight and face an increased risk of chronic disease such as astlima, type 2 diabetes, heart disease, high blood pressure, as well as stigma and depression.; and WHEREAS, research has shown that an extra soda a day increases a child's risk for obesity by 60 percent. A Harvard School of Public Health study of 9`a and 101h grade girls found that those who drank soda were three times more likely to develop bone fractures than those that did not, and among physically active girls, those who drank soda were five times more likely to break bones than those who did not; and WHEREAS, obesity costs California an estimated $14.2 billion a year in direct medical costs and lost productivity. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. The City of Santa Clarita shall transition to providing healthier options of food, beverages and snacks authorized for sale in vending machines at all City facilities with no less than 60 percent meeting Senate Bill 1566 (Escutia, 2001) proposed nutritional standards for elementary and middle schools. SECTION 2. The City of Santa Clarita encourages all community youth—oriented programs, events, and activities to ensure the message of health is modeled for participating youth and to comply with the SB 1566 nutritional standards. SECTION 3. The City of Santa Clarita supports and encourages employee wellness program to provide healthy opportunities to its employees. SECTION 4. The City of Santa Clarita encourages its employees to provide healthy alternatives for food and beverages provided at meeting and gatherings. SECTION 5. The City of Santa Clarita will build awareness in the community as to the epidemic of obesity and the programs that are available to prevent or reverse obesity through marketing and outreach efforts. SECTION 6. The City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED AND ADOPTED this 9h day of November, 2004.
