HomeMy WebLinkAbout2004-04-27 - RESOLUTIONS - MOU ENERGY PARTNERSHIP PGM (2)RESOLUTION NO. 04-37 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, TO AUTHORIZE THE CITY MANAGER TO ENTER THE CITY INTO A MEMORANDUM OF UNDERSTANDING WITH THE ENERGY COALITION TO PARTICIPATE AS A MEMBER CITY IN THE ENERGY PARTNERSHIP PROGRAM WHEREAS, the City of Santa Clarita has a policy to foster intergovernmental relationships to address air quality concerns reaching beyond the scope of the Santa Clarita Valley; and WHEREAS, power production is a significant contributor to air pollution; and WHEREAS, there is concern over the energy costs to residents and businesses; and WHEREAS, City policy on this issue is to continue and expand current energy conservation programs that are in place, including the City's Sustainability Program; and WHEREAS, The Energy Coalition will work with Santa Clarita to catalyze, facilitate, and manage a campaign for energy efficiency services for the residents, students and businesses in the City of Santa Clarita that have the potential to save millions of dollars oder time with special emphasis on providing energy and dollar -saving measures for residents and businesses most in need of efficiency services and who have been underserved by traditional programs; and WHEREAS, The Energy Coalition has demonstrated its ability to work with Southern California municipalities, through its work in the cities of Irvine, Santa Monica, Moreno Valley, Palm Desert, Brea, and West Hollywood to provide energy efficiency programs; and WHEREAS, the City of Santa Clarita enters into the Community Energy Partnership, with the cities of Irvine, Santa Monica, Moreno Valley, Palm Desert, Brea, Cathedral City, Corona, and San Bernardino having been nominated by the Coalition to enter into this project; and WHEREAS, all City projects will be coordinated with City Council and the City staff liaison to ensure that proposed projects meet the City's intended energy efficiency goals and target traditionally under -served residents, schools, and businesses; and WHEREAS, the City of Santa Clarita enters into this Memorandum of Understanding with the sole obligations listed therein. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. The City of Santa Clarita will enter into a Memorandum of Understanding with The Energy Coalition, a registered non-profit organization in the State of California, to provide the funding for and implementation of energy efficiency programs and services to under- served areas and populations of the City. SECTION 2. The City Manager or designee, is hereby authorized and empowered to execute all necessary documents including the Memorandum of Understanding to implement the Energy Partnership program. SECTION 3. The City Clerk shall certify to the adoption of this Resolution.
