HomeMy WebLinkAbout2004-03-23 - RESOLUTIONS - RESCEND RESOS 90-118 93-2 (2)RESOLUTION NO 04-30 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, RESCINDING RESOLUTIONS 90-118 & 93-2, PLANNING PROJECT APPLICATION SUBMITTAL REQUIREMENTS WHEREAS, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. The City Council does hereby find, determine, and declare: A. In June of 1990, prior to the adoption of the Unified Development Code (UDC), the City Council approved Resolution 90-118 adopting application submittal requirements for the Planning Division; and B. Resolution 90-118 was necessary because the UDC had not yet been adopted and no provisions existed to identify submittal requirements; and C. In 1991, the UDC was adopted and, pursuant to Section 17.01.090.C, the Director was given the ability to identify minimum application submittal requirements; and D. In April 1993, the City Council adopted Resolution 93-2 which amended the submittal requirements adopted as part of Resolution 90-118; and E. That the City Council of the City of Santa Clarita considered the request on March 23, 2004 at the hour of 6:00 p.m., in the City Council Chambers, 23920 Valencia Boulevard, Santa Clarita, California, pursuant to applicable law, to withdraw the Resolutions. SECTION 2. Based on the information received, the City Council does further find, determine, and declare: A. The Director of Planning and Building Services has identified the need to update, add to, and clarify the existing project application submittal requirements in order to identify for the applicant the information necessary for a complete application; and B. A complete application submittal is necessary for a thorough and expeditious project review; and C. Pursuant to Section 17.01.090.C, "Standard minimum submittal requirements shall be established by the Director"; and D. The Director has developed comprehensive application submittal checklists that are unique to each type of development project application identifying all of the information and materials that are necessary for a complete application. SECTION 3. Based on the information received, the City Council does further find, determine, and declare: A. Pursuant to Section 15378 of the California Environmental Quality Act, "general policy and procedure making" is specifically identified as not a "Project' under CEQA and is, therefore, not subject to the provisions of CEQA. SECTION 5. The City Council hereby rescinds Resolution 90-118 and Resolution 93-2 that established and amended Planning project application submittal requirements. SECTION 6. The City Clerk shall certify the adoption of this Resolution and certify this record to be a full, complete, and correct copy of the action taken.
