HomeMy WebLinkAbout2005-07-12 - AGENDA REPORTS - ALCOHOLIC BEVERAGE GRANT (2)Agenda Item• CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Adele Macpherson DATE: July 12, 2005 SUBJECT: DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL GRANT - FISCAL YEAR 2005-06 DEPARTMENT: Parks, Recreation & Community Services RECOMMENDED ACTION City Council adopt Resolution accepting funding from the Grant Assistance to Local Law Enforcement Agencies Project, administered by the California Department of Alcoholic Beverage Control, in the amount of $80,000. Increase estimated revenues in Account Number 453-5171 by $80,000. Appropriate $80,000 to Account Number 7459 per Attachment B. Authorize City Manager, or designee, to execute any contract documents, change orders, or amendments arising out of this program, subject to City Attorney approval. BACKGROUND The City of Santa Clarita and the Santa Clarita Valley (SCV) Sheriffs Station have been awarded, through a competitive process, a grant from the California Department of Alcoholic Beverage Control (ABC) in the amount of $80,000. This grant provides local law enforcement agencies with opportunities to expand their present efforts in addressing alcohol-related problems through a comprehensive ABC program. Sworn officers assigned to the project will work closely with ABC investigators and receive training in ABC law, alcohol enforcement strategies, and community resources. The SCV Sheriffs Station, through the City of Santa Clarita and in collaboration with ABC, will identify and target problem ABC -licensed establishments in the area, and implement strategies to Adopted: Azso os n. enforce alcohol-related laws. The program's objectives are to limit availability of alcohol to minors, get establishments to comply with the law, and reduce alcohol-related crimes and disturbances in Santa Clarita. Program impact will be measured by the decrease in calls for service and by the number of retailers reached through education programs. It will also be evident in a decrease in the number of alcohol-related problems and crimes in the community. The grant will mainly fund overtime enforcement operations. In addition, it will fund travel and training, equipment for alcohol stings and other such operations, and "buy money" for decoy and shoulder tap operations. ALTERNATIVE ACTIONS Decline ABC grant. Other action as determined by City Council. FISCAL IMPACT The anticipated cost of this program is estimated to be $80,000, to be offset completely by grant funding.
