SUBJECT: AMENDMENT TO CITY'S CLASSIFICATION PLAN AND
CONFLICT OF INTEREST CODE

RECOMMENDED ACTION
City Council adopt a resolution amending the Position Classification Plan and a resolution
amending the Conflict of Interest Code.
BACKGROUND - Classification Plan
Periodically, the City reviews its classification plan to ensure it is competitive, and is able to
attract and retain high quality employees. In January 2005, the City hired a consultant, Hayhurst
and Associates, to conduct a comprehensive classification and compensation analysis.
The study found that City salaries are generally near the average of the labor market, however
recommended several classification changes. The recommendations made by Hayhurst and
Associates were based on market findings as well as internal equity/alignment considerations.
Based on the results of this comprehensive process the City will be making approximately 33
adjustments to the classification plan.
BACKGROUND - Conflict of Interest Code
The City Council originally adopted the City of Santa Clarita's Conflict of Interest Code on
December 15, 1987 by Resolution 87-13. The Political Reform Act (Government Code Sections
18100, et seq.) requires every local government agency to review its conflict of interest code
biennially or as needed to determine if it is accurate or if the code should be amended. Staff has

determined that the list of designated employees as Exhibit `B" to the Code needs to be amended
to reflect the following designated position title changes only:

FISCAL IMPACT
The cost is estimated at $75,000 for amending the Position Classification Plan. There is no fiscal
impact with amending the Conflict of Interest Code.
